Essential Functions
- Under administrative direction, serves as an Assistant Labor Relations Administrator performing labor relations functions for the Department of Veterans' Affairs.
- In the absence of the Labor Relations Administrator, and subject to approval of the Chief of Staff, serves as spokesperson for the Director and the Department on labor relations issues affecting Labor Relations cases and assignments.
- As assigned by the Director of Labor Relations, hears third level grievances.
- Provides training and functional direction to department staff on labor relations matters, e.g., discipline and grievances.
- Serves as a full-line supervisor.
- As backup to, and assigned by the Labor Relations Director, represents agency in master contract negotiations, supplemental negotiations, Memorandum of Understanding (MOU) negotiations, etc.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in Labor Relations, business, or public administration.
- Requires three (3) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Experience requiring thorough knowledge of the theories and concepts of collective bargaining.
- Experience requiring thorough knowledge of labor statutes, labor policies, and agency programs.
- A minimum of two (2) years experience in a position that negotiated a range of labor agreements.
- A minimum of two (2) years of experience working in the field of Labor Relations within a public or private setting.
- A minimum of four (4) years serving in a managerial position, responsible for managing a full range of employee relations issues for 20 or more staff.
- A minimum of two (2) years experience handling employee grievances and disciplinary actions, including interpreting contracts, recommending comprehensive resolutions, and preparing position papers for management.
- A minimum of four (4) years experience providing written and oral communications to upper management, and providing advice and direction to upper management representatives of government or private industry, regarding Labor issues and applicable policies and procedures.

- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires appropriate, valid driver’s license.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Requires use of agency-supplied equipment (mobile phone, laptop, etc.).
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
