This position serves as the IES Application Manager supporting the Illinois Department of Human Services (IDHS) developing operational policies, procedures and standards including budget, resources, goals and objectives for the IES Application Section. In this role you will determine feasibility, preparing cost, timing, and equipment requirements. As a full line supervisor, you will consult with users and production staff regarding system or program problems and collaborates with unit staff to analyze problem area and develop solutions. In addition, you will oversee the testing and implementation of system modifications, guiding your team to deliver seamless enhancements that meet the needs of our agency users. Essential Functions
- Subject to administrative direction, serves as the IES Application Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Human Services (IDHS), planning, developing, organizing, controlling and managing applications for the Integrated Eligibility Systems (IES) Section.
- Monitors overall systems design and development and verifies system readiness for implementation.
- Serves as full line supervisor.
- Consults with management, users and production staff regarding system or program problems.
- Oversees and manages through subordinate staff, testing and implementation of system modification with agency users.
- Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization.
- Requires four (4) years of administrative experience supervising a large team of IT professionals.
Preferred Qualifications
- Four (4) years of professional experience in analyzing, modifying, and managing large-scale IT applications, including planning, developing, and overseeing integrated systems for government or public sector organizations, with a focus on eligibility or similar complex systems.
- Four (4) years of professional experience leading cross-functional teams and coordinating activities through subordinate managers, including developing operational policies, managing program budgets, and ensuring project outcomes align with organizational goals.
- Four (4) years of professional experience receiving, analyzing, and processing system user requests for application modifications or enhancements, including assessing feasibility, preparing cost estimates, and determining timing and equipment requirements.
- Four (4) years of professional experience monitoring systems design and development, verifying system readiness for implementation, and preparing detailed status reports, issue papers, and documentation to support application management.
- Four (4) years of professional experience consulting with management, system users, and production staff to analyze system or program issues, develop solutions, and maintain regular communication to address scheduling, priorities, and problem resolution.
- Four (4) years of professional experience overseeing and managing the testing and implementation of system modifications through subordinate staff, including coordinating with technical teams and agency users to ensure problem resolution and successful implementation.
- Ability to analyze administrative problems and adopt an effective course of action to resolve.
- Developed verbal and written communication skills to present technical information with precision and clarity.
- Ability to gain and maintain effective working relationships.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Innovation and Technology’s discretion.
