Position Overview
Under the direction of the Bureau Chief, manages the Illinois Youth Investment Program (IYIP) and Youth Employment Programs within the Bureau of Positive Youth Development. Responsible for developing, organizing, and evaluating achievements of goals and objectives of programs. Prepares and disseminates competitive and non-competitive notices of funding opportunities and/or requests for proposals, coordinates and monitors the entire application process ensuring compliance with the Grant Accountability and Transparency Act (GATA) 30ILCS708; 2CFR200, the Illinois procurement Code etc. Serves as full-line supervisor. Develops, updates, and conducts program trainings and orientations regarding program implementation, evaluation requirements, policies, and procedures for the Illinois Youth Investment Program, or other Youth employment programs and related projects and initiatives to new and existing grantees, Division/Department staff, public officials, and other state agency personnel. Directs efficient use of program resources including the assurance that statutory responsibilities and programs exist within approved budgets. Consults with Bureau staff to ensure the comprehensive integration and coordination of program activities and functions.
Essential Functions

- Develops, updates, and conducts program trainings and orientations regarding program implementation, evaluation requirements, policies, and procedures for the Illinois Youth Investment Program, or other Youth employment programs and related projects and initiatives to new and existing grantees, Division/Department staff, public officials, and other state agency personnel.
- Directs efficient use of program resources including the assurance that statutory responsibilities and programs exist within approved budgets.
- Consults with Bureau staff to ensure the comprehensive integration and coordination of program activities and functions.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires three (3) years progressively responsible administrative experience in a health or human services organization.
Specialized Skills
- Of the three (3) years of required experience, requires two (2) years of professional experience utilizing Grant Accountability and Transparency Act (GATA) requirements in the development and implementation of multi-provider state and/or federal grant programs.
Preferred Qualifications
- Two (2) years of professional experience utilizing Grant Accountability and Transparency Act (GATA) requirements in the development and implementation of multi-provider state and/or federal grant programs.
- Two (2) years or professional supervisory experience assigning work, providing guidance to subordinates, training staff, approving time off, and preparing and signing performance evaluations.
- Two (2) years of professional experience utilizing social and human services, principles, and practices for a public or private organization.
- Two (2) years of professional experience developing and managing a major agency workforce development program.
- Two (2) years of professional experience developing and managing a major agency youth development program.
- Two (2) years of professional experience utilizing the principles of governmental accounting, program budgeting, personnel, statistics, and procurement.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
