Position Overview:

The Department of Healthcare and Family Services is seeking to hire an energetic and self-motivated individual to serve as Impact Technical Lead supporting the Illinois Department of Innovation and Technology (DoIT). This position will plan, direct and evaluate the operations of the IMPACT functional areas including IMPACT Claims and Encounters (CE), Provider Enrollment (PE), and Prior Approval (PA) Subsystems. Additionally, the position will review, plan, and implement updates to the core modules, reference sets, Detailed Design Specification Documents, and data models to adequately ensure that the IMPACT system is working as designed and data is flowing to downstream systems, sister agencies, and outside entities. The ideal candidate will have an ability to work seamlessly as part of a team, possess outstanding problem-solving skills, effective communication skills and a proactive problem solver. Essential Function

  • Serves as the Impact Technical Lead providing technical assistance, advice and guidance to the Bureau Chief to plan, direct and evaluate the operations of the Illinois Medicaid Program Advanced Cloud Technology (IMPACT) functional areas including Impact Claims and Encounters (CE), Provider Enrollment (PE), and Prior Authorization (PA) Subsystems on statewide initiatives
  • Provides expert technical assistance in estimating completion schedules of specific segments of the CE, PE, and PA sub systems, legacy computer mainframe systems, and external sources and interfaces
  • Serves as working supervisor
  • Directs studies of feasibility and consequences of proposed policies, regulations, law and procedural changes on IMPACT sub systems
  • Serves as contact to the Department of Innovation and Technology (DoIT)/Bureau of Resources and Impact team and confers with Bureau Chiefs, State and Public Officials in the implementation of the Medicaid Financial Program in the new IMPACT system
  • Provides assistance to DoIT/HFS/Resources and Impact Bureau in developing personal computer and internet- based systems to work in conjunction with the department’s Medicaid computer system
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in computer science information technology or related field
  • Requires prior experience to three (3) years of progressively responsible administrative experience in computer science support

Specialized Skills

  • Requires three (3) years of professional experience in Technical Business Analyst Support
  • Requires three (3) years of professional experience working with interfaces, systems design, and UAT testing for large scale projects

Preferred Qualifications

  • Three (3) years of professional experience in Technical Business Analyst Support
  • Three (3) years of professional experience working with interfaces, systems design, and UAT testing for large scale projects
  • Two (2) years of experience with Healthcare/IT domains
  • Three (3) years of experience working with a Medicaid Management Information System
  • Three (3) or more years of experience doing strategic analysis focusing on determining the best route to meet an organization’s needs
  • Elementary knowledge of HIPAA transactions
  • Three (3) years of experience creating queries on a Data Warehouse or Decision Support Systems
