Position Overview
This position is accountable for managing electronic information resources available through the department, American Association of State Highway and Transportation Officials (AASHTO), and other professional transportation agencies. This position manages the acquisition, accessibility, and suitability of department memberships, subscriptions, and other information for department staff to utilize in meeting their responsibilities.This position develops and manages a database of departmental subject matter experts to promote collaboration, sharing of lessons learned, and continuous organizational improvement. This position is tasked with the development, maintenance of a uniform and consistent approach to obtaining, accessing, and sharing all externally produced documents and publications. Additionally, this position serves as the Bureau of Research’s Records Information Management (RIM) representative and the Document Management Coordinator (DMC).
Essential Functions
- Directs and administers the activities of the Information Management Sub-Unit.
- Establishes and maintains a uniform, consistent approach to creating, formatting, identifying, accessing, and sharing all the department and external publications housed in the Information Resource Center.
- Facilitates the collection of controlled departmental documents and ensures open access to all customers, thereby reducing the silo effect of information storage in decentralized locations.
- Develops, maintains, and utilizes a database of departmental subject matter experts.
- Connects staff with peers and experts by facilitating development of communities of practice across the state.
- Develops and implements the Information Confidentiality Policy for the department.
- Develops and implements policies regarding patents and software generated by research activities.
- Serves as the Bureau of Research’s Records Information Management (RIM) representative and as well as the Document Management Control (DMC) representative.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of a bachelor’s degree majoring in information management, business, or public administration PLUS three years of experience managing a federal and state program, regulations, or complex projects; managing and implementing policies or procedures; or a combination thereof OR Eleven years of experience managing a federal and state program, regulations, or complex projects; managing and implementing policies or procedures; or a combination thereof.
Preferred Qualifications
- Working knowledge of database management, electronic records, and website maintenance.
- Proficiency with the Microsoft Office Suite and SharePoint.
- Ability to communicate effectively at various professional levels in both oral and written formats.
- Good organizational, leadership, and self-motivational skills.
- Ability to maintain cooperative relationships.
Conditions of Employment
- Valid driver’s license.
- Occasional statewide and out-of-state travel with overnight stays.
- Successful completion of a background screening.
