Position Overview
THIS IS A DoIT DESIGNATED POSITION
Under immediate supervision, on an indeterminate shift, participates in performing duties in the application and use of mainframe, minicomputers or microcomputers; monitors and coordinates data transmission between the mainframe, minicomputer and microcomputers; assists in the diagnosis of problems reported to the ITHD, contacts proper vendor, systems analyst, programmer analyst and support personnel depending on the problem; responsible for recognizing, evaluating, ensuring resolution, and documentation of problems reported by ISP users; assists the Lead Worker in reviewing and tracking work assignments.
Job Responsibilities
1. 25% Participates in performing duties in the application and use of mainframe, minicomputers or microcomputers; monitors and coordinates data transmission between the mainframe, minicomputer and microcomputers. Participates in the coordination, control and analysis of the overall system functions and network. Participates in the coordination of functions and analysis for the large complex information processing system and network; mini and micro systems along with maintaining telecommunications equipment and services in a VTAM/LAN/WAN environment. Assists in providing diagnostic functions for problems reported to the Central Management Services Illinois Communications Network / Communication Management Center (CMC) as well as provides proactive surveillance of the teleprocessing networks and related peripheral equipment. Works with users, vendors, systems analysts, programmer analysts, technical staff and/or CMC to diagnose problems, initiate problem determination, documents problem in tracking software, provides and/or assists, and documents problem resolution. Provides assistance to users performing complex back-up and/or recovery procedures. Performs functions associated with tape library maintenance along with operating and diagnosing problems relating to all computer peripheral and non-peripheral equipment.
2. 20% Assists in the diagnosis of problems reported to the ITHD, contacts proper vendor, system analyst, programmer analyst and support personnel depending on the problem. Uses all hardware and software diagnostic resources available such as IBM;s Netview, Network Problem Determination Application/Hardware Monitor, Network Performance Monitor, Distributed Console Access Facility, and Solar Winds Participates in the coordination of activities and acts as liaison between the vendor, network user, system analysts, programmer analysts and other support staff. Coordinates repair activities until the problem is resolved and escalates problems that are not solved to ISP management and vendors in order to meet performance goals Performs pro-active surveillance of the teleprocessing networks and related peripheral equipment using real time network monitors and system generated alerts or alarms. Responds to problems identified and improves or restores service to the user to provide the 24 hours a day, 7 days a week network availability. Continues to correct/update information in multiple data bases, restore circuits, keeps detailed records of events during outages and record detailed problem resolution.

3. 20% Assists higher level systems services in recognizing, evaluating, ensuring resolution, and documenting problems reported by ISP users related to LEADS/CHF and NCIC data files, rejects on record maintenance for LEADS/CHF, inaccurate NCIC data follow-up network or line problems, terminal or printer problems and use of software authorized and supported by the ISP ITHD Support team. Tracks, evaluates and reports problem trends to high level supervisors.
4. 15% Assists the Lead Worker in reviewing and tracking work assignments, closing and restarting of systems; analyzing and solving complex production and teleprocessing problems and establishing job production order and returns based on master schedule.
5. 10% Enforces security procedures as outlined in the Data Center policy and Procedures manual and system security through the re-setting of user passwords and ids. Documents and reports any deviations found. Monitors access to secure areas of Data Center, accompanies non-ISB employees as necessary in Data Center.
6. 5% Attends job related classes recommended by management and provided by the employer or its vendors. Studies manuals and new technical releases on new and existing equipment utilized. Attends meetings concerning network problems as necessary.
7. 5% Performs other duties as required or assigned
Minimum Requirements
- Requires knowledge, skill and mental development equivalent to successful completion of two years of college with course work in computer science or directly related fields, or satisfactory completion of an agency sponsored training program.
- Requires basic knowledge of procedures for backup and error recovery of hardware and software systems.
- Requires elementary experience in technical programming for software systems, such as operating system control programs.
Knowledge, Skills, and Abilities
- Basic verbal ability to provide technical advice to users and/or vendors performing complex back-up and/or recovery procedures.
- One year of experience as Information Services Intern working with computer systems in either a technical operation or help desk support capacity.
- Major in computer science or courses in mathematics, statistics, or accounting.
- Knowledge of the Illinois State Police network of applications and associated policies and procedures.
Conditions of Employment

- Requires being in rotation for 24-hour call outs on system problems.
