Position overview:
The Department of Healthcare and Family Services, Division of Eligibility, Bureau of Eligibility Integrity is seeking to hire an Information Analyst I. As an Information Systems Analyst I, you will work in the Bureau of Eligibility Integrity and provide advanced professional support to end users of the Eligibility Integrity-Modified Adjusted Gross Income (MAGI) rules engine. You will have a unique opportunity to shape the development of a Bureau tasked with monitoring and improving Medicaid eligibility processes. You would join a team of healthcare professionals providing new and creative solutions for the largest overhaul of Medicaid in the 50 years of its existence.
The ideal candidate will have extensive applicable knowledge of SQL query tools in reviewing, analyzing and extracting data from a relational databases management systems. Candidate will also have applicable experience in preparing extensive spreadsheets for data analysis for end users. The candidate will also have verbal and written communication skills as well as exhibit time management skills to ensure task are completed accurately and timely. In addition, you will participate on projects as a team member for assignments in relationship to the Illinois Eligibility System being supported.

Essential Functions
- Under general direction, develops management and analytical reports and files using the Integrated Eligibility System (IES) Replica Database and the Enterprise Data Warehouse (EDW) to monitor IES Rules Engine eligibility processing outcomes and to identify potentials issues and resolution
 - Responds to user inquiries regarding the system
 - Provides advanced professional support to end users of the Modified Adjusted Gross income (MAGI) rules engine hardware and software
 - Provides training and problem resolution to users of the Modified Adjusted Gross income (MAGI) rules engine system
 - Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
 
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to four (4) years of college with course work in computer science or directly related fields, and requires one year of professional experience in a related Information Technology field
 
Specialized Skills
- One (1) year of experience writing Structured Query Language (SQL) to pull data from a relational data, based on business requirements and/or policies
 - One (1) year of experience creating and updating complex spreadsheets with formulas in Excel or comparable software and knowledge of Medicaid eligibility policies
 
Preferred Qualifications
- One (1) year of experience writing SQL to pull data from a relational data, based on business requirements and/or policies
 - One (1) year of experience creating and updating complex spreadsheets with formulas in Excel or comparable software and knowledge of Medicaid eligibility policies
 - One (1) year of experience programming with SQL query tools
 - One (1) year of experience extracting data from relational databases
 - One (1) year of experience in data processing, information technology concepts and principles, including the theories and functions of computer systems and the principles and techniques of Information Technology documentation
 - One (1) year of experience developing reports
 
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history
 - Requires the ability to travel in the performance of duties, with overnight stays as appropriate
 - Requires the ability to utilize and maintain state issued equipment such as a laptop
 - Requires the ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties
