Essential Function 1

Serves as a developer providing a full range of complex professional functions in information technology (IT) applications services.
• Coordinates and conducts complex application development on-site and at user provided facilities using designated software/programming language for the database design, program design, and the supplied support tools for testing the new processes while implementing System Development Life Cycle (SDLC) processes.
• • Utilizes C#, VB, ASP.NET, HTML, XML, CSS, Windows Forms, .NET Framework, SQL, SQL Server & SQL Reporting Service, Visual Studio, Team Foundation Server, Azure Dev Ops, Crystal Reports, SharePoint, MS Office Suite, MS Visio, Adobe Acrobat, Active Directory in performance of duties as required.
• Provides application and user support on an on-call basis.
• Confers with users to determine technical requirements, conducts, and coordinates in-depth technical research, feasibility studies and business and systems analysis to create system designs.
• Performs business and systems analysis by charting process flow, and by performing specification writing, coding, testing, audit trails, control procedures and fine tuning.
• Develops testing plans, specifications, test scripts, and test data for new or modified programs and/or systems.
• Performs testing, ensuring logic paths are tested.
• Evaluates test results to verify conformance with program objectives.
• Prepares user and operational guidelines, operational manuals and application or system documentation.
• Develops new major systems, sub-systems, or special requests.
• Performs program development.
• Follows the agency’s adopted system design methodology to ensure the integrity of each system/sub-system meets the required standards of security, efficiency, and scope of the specific project.
• Perform on-line and batch application

Essential Function 2

Serves as team member on complex projects for the unit
• Maintains and/or enhances existing IT applications systems.
• Determines and coordinates project components such as project scheduling and assignments.
• Assigns, coordinates programming activities and monitors team members' work to ensure efforts are not duplicated and critical pathway tasks are completed according to schedule and reviews the work of project analyst staff.
• Assures the application designs meet accuracy, security and accessibility needs.
• Evaluates complex requests for application development projects.
• Provides expertise, guidance, and direction to assigned staff.
• Reviews results and incorporates individual components of project into the final product.
• Provides input to the project lead/supervisor regarding staff performance on projects and keeps supervisor informed of unexpected problems related to the project.
• Submits monthly status reports to project lead/supervisor.

Essential Function 3

As a team member, participates in the evaluation of new agency applications and related technology to anticipate the probable impact on future and current information systems.
• Evaluates existing hardware and software to make recommendations for use and purchase and its impact on configuration and purchase.
• Research problems involving software, end user hardware, network systems errors, and network hardware.
• Facilitates the evolution to the next generation of application systems by coordinating applied research projects of software developments for use in highly complex and sophisticated systems.
• Analyzes and recommends new procedures and techniques to improve the supported application systems.
• Ensures integrity of each system/sub-system during maintenance/enhancement activities by adhering to the adopted methodology standards.

Essential Function 4

Serves as support for scheduled and remedial maintenance to assigned applications and for staff.
• Schedules processes, reviews history of processed jobs and responds appropriately to any abnormal completion status.
• Requires ability to lift, carry, move, transport, deliver, and installs IT equipment of up to 40 pounds, including desktops, monitors, printers, and any other Information Technology equipment to the Springfield, Chicago and DesPlaines offices, as assigned.
• Provides status reports to management.

Essential Function 5

Represents team by attending meetings and conferences; attends and participates in Information Technology continuing education, both formal and in-service training; prepares and makes presentations to large and small audiences; travels in performance of duties.

Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Specialized Skills 1

One (1) year of experience with Programming capabilities and database application development.

Specialized Skills 2

One (1) year of experience leading application development projects.

Specialized Skills 3

One (1) year of experience performing business and systems analysis for application development.

Specialized Skills 4

One (1) year of experience with System Development Life Cycle (SDLC) processes.

Specialized Skills 5

Extensive knowledge of HTML, CSS, Visual Studio, ASP .Net Framework, system integration, SQL Server & SQL Reporting Service, SharePoint, MS Office Suite.

Minimum Qualifications 1

Requires knowledge, skill, and mental development equivalent to four years of college with course work in computer science or directly related fields.

Minimum Qualifications 2

Requires one year of professional experience in a related Information Technology field.

Preferred Qualifications 1

 One (1) year experience as outlined above with the following: System Development Life Cycle (SDLC) processes; programming capabilities, database application development, C#, VB, ASP.NET, HTML, XML, CSS, Windows Forms, .NET Framework, SQL, SQL Server & SQL Reporting Service, Visual Studio, Team Foundation Server, Azure Dev Ops, Crystal Reports, SharePoint, MS Office Suite, MS Visio, Adobe Acrobat, and Active Directory.

Preferred Qualifications 2

Extensive knowledge of Information Technology concepts, principles, theories and functions of computer systems, and the principles, techniques of information technology documentation.

Preferred Qualifications 3

Extensive knowledge of hardware and software, languages, and procedures to provide technical and analytical methodologies in the development and preparation of general design, detail design, and program specifications documentation.

Preferred Qualifications 4

Developed verbal and written communication skills, with the ability to prepare and makes presentations to small and large audiences.
