Job Responsibilities
Under general direction, provides a full range of difficult and specialized professional project coordination, business process analysis and process re-engineering for assigned projects; tracks, monitors and reports on milestones, interval progress, projects constraints and constraint mitigation; conducts business process analysis, detailed requirements analysis, technical research, and feasibility studies on-site and at user provided facilities to create detailed process diagrams, business requirements, design basis, and technical descriptions. Prepares testing plans, test scripts, and test data for new or modified programs and/or systems. Analyzes and recommends new procedures and techniques to improve the requirements gathering, articulation process and data modeling, testing and documentation process. Attends meetings training and conferences; travels when held off-site.

- Provides full range of difficult and specialized professional project coordination, business process analysis and process re-engineering functions for assigned projects. Coordinates projects and conducts business requirements workshops with key stakeholders and users to determine business requirements; tracks, monitors and reports on milestones, interval progress, projects constraints and constraint mitigation; coordinates and conducts complex business process analysis, detailed requirements analysis, in-depth technical research, feasibility studies, and feasibility studies on-site and at user provided facilities; creates detailed process diagrams, data flow diagrams, and other graphical models that represent business and system requirements and technical descriptions
- Prepares testing plans, test scripts, and test data for new or modified programs and/or systems. Works with test team to ensure logic paths are tested. Evaluates test results to verify conformance with program objectives. Prepares user and operational guidelines, operational manuals, and application or system documentation. Follows the agency’s adopted system design methodology to ensure the integrity of each system/sub-system meets the required standards of security, efficiency, and scope of the specific project.
- Analyzes and recommends new procedures and techniques to improve the requirements gathering, articulation process and data modeling, testing and documentation process. Prepares and makes presentations to large and small audiences. Provides mentoring and training to other staff when required.
- Attends meetings and conferences; attends and participates in continuing education, both formal and in-service training; travels to meetings, conferences or continuing education when held off-site.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Knowledge, Skills, and Abilities
Requires knowledge, skill and mental development equivalent to four years college with course work in computer science or directly related fields, supplemented by one year of professional experience in a related IT field. Requires developed verbal and written communication skills. Requires the ability to perform on-line and batch application development/support, to apply systems analysis methodologies in the development and preparation of general design, detail design, and program specifications documentation. Requires the ability to prepare and make presentations to large and small audiences. Requires a valid driver’s license and the ability to travel. Requires the ability to utilize agency supplied material/equipment (e.g., cell-phone, laptop, etc.).
Specialized Skills: Requires one year of professional experience as outlined above with the following: at least 2 separate system development life cycle (SDLC) methodologies; Business Process Design and Business Process Reengineering definition and modeling; requirements analysis and design, including visual process and data modeling techniques and conventions; ability to work effectively with office productivity tools such as MS SharePoint, MS PowerPoint, and MS Visio.
