Position Overview

We are seeking to hire a motivated, self-starting, organized Business Analyst. The ideal candidate is someone who thrives in a fast-paced, team oriented environment which will present challenges and the reward of a job well done. The Division of lnfonmation Technology and the Department on Aging are looking forward to welcoming someone who wishes to make an immediate impact on defining and organizing the creation of accurate and functional systems requirements and use cases. With the complete support of Division leadership the Business Analyst will define the required information to be included in our Story descriptions for Developer tasks in Azure DevOps Team Foundation Server for our Agile development methodology. This position will facilitate open communication between the IT staff and Department on Aging's Programs Subject Matter Experts. The IT division supports all initiatives to improve the delivery of services by the Department. Job Responsibilities

30% - 1. Performs in-depth assessmenl and analysis to provide business process re-engineering and transformation services for highly complex enterprise-wide applications. 
25% - 2. Writes user stories, use cases, and program specifications. 
20% - 3. Works with and/or serves as a project team leader on complex projects. 
10% - 4. Analyzes and recommends new procedures and techniques to improve requirements gathering, articulation, process and data modeling, testing and documentation process. 
10% - 5. Represents team by attending meetings and conferences. 
05% - 6. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to four years college with course work in computer science or directly related fields 
  • Requires three years of professional experience in a related Information Services field. 

Knowledge, Skills, and Abilities

  • Requires extensive knowledge of Information Technology concepts, principles, theories and functions of computer systems, and expertise in problem solving and critical thinking with the ability to decompose abstract ideas/solutions. 
  • Requires highly developed verbal and written communication skills. 
  • Requires the ability to facilitate a shared understanding of the problem, possible solutions, and determine the scope of a project; assist project teams in solving technical challenges; and the ability to negotiate with business and/or technical stakeholders to evaluate possible options and decide on a viable solution. 
  • Requires extensive knowledge of interactive systems and scheduled batch processing design and development.
  • Requires the ability to prepare and make presentations to large and small audiences. 

Specialized Skills

  • Requires professional experience as outlined above for the following: at least 2 separate system development life cycle (SDLC) methodologies; programming capabilities; Business Process Design and Business Process Reengineering definition and modeling; requirements analysis and design, including visual process and data modeling techniques and conventions. 
  • Requires the ability to work effectively with office productivity tools - MS Office Suite, MS Project, MS Visio; relational database - DB2 and SQL; Visual Studio, .Net Framework, Active X, Digital Signature technology, Workflow technology, Adobe Acrobat/Designer, SharePoint administration and development.
