Position Overview

Under administrative direction of the Technical Support Services Unit Manager, performs highly technical and analytical functions as an Applications Architect for Cash, SNAP, and Medical Eligibility Systems; provides leadership for the development and maintenance of applications builds. Develops and maintains complex data processing assignments; directly interacts with analysts and users to provide assistance, training and mentoring. Serves as a project leader as an application architect requiring advanced technical research, analysis, design, programming and debugging. Travels in performance of duties.

Job Responsibilities

1.   Provides direction and serves as a project leader as an application architect to highly technical professional staff for Cash, SNAP, and Medical Eligibility Systems.

 

2.   Analyzes and coordinates the complex design and interface of Web-Based Systems. Independently makes recommendations concerning the systems within policies and procedures including Object- Oriented software, Corticon Rules Engines, WebSphere and TAM. Reviews and analyzes the functional requirements of the applications and compares them to user needs and requests for modifications including involvement in feasibility studies, joint application development sessions and preparing written recommendations and presentations on issues for management. Maintains and develops follow-up reports to ensure the quality to implement new or changing initiatives. Works with users to implement new or changing initiatives.

 

3.   Assists in the management of the unit's projects by developing implementation work plans to ensure processes are being developed and integrated with other units in the department.

 

4.   Designs and writes complex custom software. Consults with users and staff regarding system modifications. Assists in determining solutions to problems and prepares recommendations and impact statement for project management. Assists in the implementation of the changes.

5.   Reviews and participates in the system testing, pilot runs and production parallel system operations. Verifies user participation and acceptance in testing. Verifies system readiness and coordinates deployment to the user. Evaluates and tests leading edge technology to determine the impact.

 

6.   Consults with various MIS managers to plan and coordinate successful interaction of the existing systems and the ongoing development of the new systems.

 

7.   Identifies and recommends training for subordinate and user staff. Coordinates system implementation with facility personnel. Attends meetings and conferences to gain knowledge of new technology. Travels when held offsite.

 

8.   Assists with the preparation of status and other management reports.

 

9.   Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill and mental development equivalent to four years of college with course work in computer science or directly related fields, supplemented by three years of professional experience in a related Information Technology field.

Knowledge, Skills, and Abilities

  • Requires professional working experience with design, development and deployment of Object-Oriented software.
  • Requires working experience in setting-up and administering application architect policies and procedures, Coritcon Rules Engines, WebSphere and TAM (or equivalent security knowledge). 
  • Requires professional project management experience and experience performing code reviews and mentoring.
  • Requires professional working experience of industry development standards, Object Oriented frameworks, security infrastructure and cross platform troubleshooting techniques.
