Job Responsibilities

Under administrative direction, provides a full range of information technology (IT) applications services; coordinates and conducts complex solution development using system development life cycle (SDLC) processes, administration, and configuration on-site and at user provided facilities; conducts and coordinates in-depth technical research, feasibility studies and systems analysis to create system designs; provides application and user support on an on-call basis; serves as project team member on complex projects; Analyzes and recommends new procedures and techniques to improve the supported application systems; maintains and/or enhances existing IT applications systems; develops new major systems, sub-systems, or special requests; performs program development; prepares testing specifications, plans, test script, and test data for new or modified programs and/or systems; performs program development; Travels to attend meetings, training and conferences.

  • Provides a full range of information technology (IT) applications services; coordinates and conducts complex solution development using system development life cycle (SDLC) processes, administration, and configuration on-site and at user provided facilities; utilizes a combination of software development and delivery technologies such as HTML, JavaScript, XML, SQL, SQL Server & SQL Reporting Service, MS Office Suite, Microsoft PowerApps, Microsoft Flow, Power Bl, Microsoft Teams, SharePoint Online, Dynamics 365, custom development and data integrations on the platform.
  • Serves as a project team member on complex projects. Performs specific tasks within specific time frames required to meet assigned project deliverables.
  • Analyzes and recommends new procedures and techniques to improve the supported application systems. Maintains and/or enhances existing IT applications systems; develops new major systems, sub-systems, or special requests.
  • Serves as the primary support for scheduled and remedial maintenance to the assigned applications.
  • Represents team by attending meetings and conferences; attends and participates in Information Technology continuing education, both formal and in-service training; travels to meetings, conferences or continuing education when held off-site.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Requires knowledge, skill and mental development equivalent to four years college with course work in computer science or directly related fields, supplemented by three years of professional experience in a related Information Services field. Requires extensive knowledge of Information Technology concepts and principles, the theories and functions of computer systems, and the principles and techniques of information technology documentation. Requires extensive knowledge of the methods, procedures and techniques of conducting feasibility studies for system conversions and enhancements. Requires developed verbal and written communication skills to present technical information to others with clarity and precision. Requires the ability to prepare and make presentations to large and small audiences. Requires a valid driver's license and the ability to travel. Requires the ability to utilize agency supplied materials and equipment (i.e., cellphone, laptop, etc.) Requires ability to serve on-call.
Specialized Skills: Requires three years of professional experience as outlined above with the following: system development life cycle (SDLC) processes; programming capabilities, database application development, HTML, JavaScript, XML, SQL, SQL Server & SQL Reporting Service, MS Office Suite, MS Project and MS Visio, SharePoint Administration and Development, Microsoft PowerApps, Microsoft Flow, Power Bl, Microsoft Teams, SharePoint Online, and Dynamics 365.
