POSITION SUMMARY
Do you have a strong desire to improve systems and processes? Central Management Services Bureau of Fleet Operations is looking for a highly motivated and professional candidate to serve as the Innovation and Systems Manager. This position serves as a working supervisor and oversees operational efficiency, system reliability, and continuous workflow improvement through management information systems, training, procurement, and safety. POSITION ESSENTIAL FUNCTIONS
- Under Administrative Direction of the Finance & Administration Manager, serves as the Innovation and Systems Manager for Fleet Operations, overseeing the planning, implementation, and maintenance of systems and processes that support business functions.
- Serves as an expert authority in collaboration with the Division Manager, Operations Manager, and Regional Managers in the planning, development, and oversight of all aspects of Safety and Training for Fleet Operation.
- Leads Strategic Sourcing efforts, Property Control, and Audit functions for Fleet Operations.
- Serves as a Fleet Operations representative on behalf of Division of Vehicles Manager and the Finance Administration Manager with Property Control, Property Management, Surplus, Internal Audit, Strategic Sourcing and Agencies in achieving accountability and efficiency.
- Serves as full line supervisor.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
MINIMUM QUALIFICATIONS
- Requires knowledge, skill, and mental development equivalent to the completion of four (4) years of college, with courses in mechanical engineering, systems engineering, or related.
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in mechanical engineering and fleet management for a public or private organization.
PREFERRED QUALIFICATONS
- Prefers three (3) years of professional experience with automated fleet management systems, telematics, and engine diagnostic software.
- Prefers extensive knowledge of data analysis and report generation.
- Prefers extensive knowledge of analyzing and diagnosing system issues and coordinating efforts to resolve.
- Prefers extensive knowledge of performing continuous improvement studies to drive efficiency improvements.
- Prefers two (2) years of professional experience developing, installing, and evaluating new and revised methods, procedures, performance standards, and departmental policies and procedures.
- Prefers three (3) years of professional experience coordinating projects.
- Prefers three (3) years of professional experience using verbal and written communication skills to present information to others with clarity and precision.
- Prefers three (3) years of professional experience developing and maintaining cooperative working relationships.
CONDITIONS OF EMPLOYMENT
- Requires completion of a background check and self-disclosure of criminal history.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends. This also requires the ability to work in a 24 hour ‘on call’ capacity.
- Requires a valid driver’s license and the ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to use agency technology/equipment (i.e., mobile phone, laptop, etc.) properly in accordance with information security awareness policies and confidentiality guidelines.
- Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
