Position Overview

The Illinois Department of Insurance is seeking to hire an Insurance Analyst Specialist.  This position performs technical duties in the review and analysis of documentation submitted by providers of pre-licensing and continuing education programs for compliance with licensing laws and Rules; confers with and advises education providers, provider applicants, licensees and licensee applicants, premium finance companies, third party administrators, public adjusters, public adjuster business entities, employee leasing companies, third party prescription administrators, viatical settlement providers, health care purchasing groups, car rental limited lines, self-storage facility limited lines and portable electronics limited lines and other pertinent parties regarding licensing and education requirements provided for the Illinois Insurance Code, Administrative Code and Departmental procedures; receives and processes applications of providers continuing education course approvals and administrative applications; interacts with education providers and test vendors regarding non-compliance or discrepancies in information provided; inputs education and examination data into State Based Systems; assigns and reviews work of lower level insurance analysts, trainees or clerical support.  We invite all qualified applicants to apply.

Essential Functions

  • Reviews on-line applications for request for Certification of Pre-licensing Courses and requests for Certification of Continuing Education Courses through State Based Systems, course outlines, course books and various supporting information and documentation submitted by the provider seeking certification of pre-licensing and continuing education for compliance with Illinois Administrative Rule 3119 and Article XXXI for the Illinois Insurance Code
  • Assigns and reviews work of lower-level insurance analysts, trainees, or clerical support
  • Receives, reviews, and processes the more difficult and complex applications and responds to technical inquiries concerning licensing of premium finance companies, third party administrators, public adjusters, public adjuster business entities, employee leasing companies, third party prescription administrators, viatical settlement providers, healthcare purchasing groups, car rental limited lines, self-storage facility limited lines and portable electronics limited lines.
  • Responds to telephone, written and electronic inquiries received from providers, potential providers and other interested parties for information related to education requirements
  • Reviews and analyzes licensing and education records through State Based Systems of producers which are identified by licensing staff as having potential problems, irregularities, or omissions
  • Communicates with public adjusters through telephone, e-mail, and written correspondence regarding the initial application process in regard to obtaining fingerprints through the Illinois State Police and bonding requirements.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of high school.
• Requires one year of professional experience as an Insurance Analyst or two years of experience in the insurance industry.

Preferred Qualifications

• Prefers at least two (2) years of experience gaining extensive knowledge of the Insurance Code and rules, regulations, and procedures and processes pursuant thereto, particularly as related to Provider Education, Producer Licensing, Administrative licensing, and licensing requirements.  
• Prefers at least two (2) years of experience gaining working knowledge of office methods and procedures. 
• Prefers at least two (2) years of experience gaining extensive knowledge of the functions, products, and services of the department. 
• Prefers at least two (2) years of experience acquiring the ability to analyze and determine facts, information, and data to make correct and accurate decisions and conclusions.  
• Prefers at least (2) years of experience acquiring the ability to write letters and reports containing descriptive and quantitative inclusions.  
• Prefers at least two (2) years of experience with producer education and licensing requirements.  
• Prefers at least two (2) years of working experience to acquire knowledge of State Based Systems.
