Position Overview
The Illinois Department of Transportation is seeking to hire an Internal Auditor I. Under general supervision of the Audit Supervisor, the incumbent conducts external audits of simple areas as well as segments of complex areas. This includes financial and compliance reviews in the areas of consultant cost audits, overhead audits, pre-awards audits, construction reviews, and other areas.
Essential Functions
- Prepares detailed reports, summaries, and questions to be asked during the audit.
- Drives and/or travels to audit sites to conduct audit field work.
- Organizes and indexes work papers to support findings and recommendations and to facilitate easy reference.
- Performs specialized professional and analytical reviews and audits of systems to determine if policies and programs are being efficiently and economically administered and if program requirements and objectives are begin effectively fulfilled. Attends and participates in specialized training programs, workshops, and seminars relative to consultant auditing.
- Reviews audit comments and incorporates them into the final report.
- Attends training classes provided by the agency.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires a bachelor's degree, with coursework in auditing, business management, public administration, economics, computer science, accounting or other related subjects.
- Requires completion of an agency’s Internal Auditor Trainee program; OR requires two years of professional auditing experience.
Preferred Qualifications
- Working knowledge of auditing theories and procedures.
- Knowledge of management principles and techniques, including organization, management, program accountability, governmental operations and systems analysis.
- Working knowledge of applicable state laws, administrative rules, statutory mandates, regulations, policies and procedures when auditing an agency's functions and programs.
- Working knowledge of current auditing and various other computer programs.
- Ability to develop routine and non-routine audit programs of operational, compliance and financial audits and to prepare audit documents and reports.
- Ability to prepare for, attend and conduct entrance conferences, to outline audit plans with agency personnel, to attend exit conferences and to participate in the discussion of audit findings prior to the issuance of the final report.

- Valid driver’s license.
- Frequent travel with some overnight stays.
- Ability to move or lift files and audit cases weighing approximately 25-30 pounds.
