Position Overview

The Illinois Department of Insurance is seeking to hire an Internal Auditor who serves as Internal Auditor I for the Department, responsibilities include: serving as auditor in charge of completing various financial audits, operations audits, and compliance examinations focused on Department policies and procedures, regarding applicable State Statutes and the Illinois Administrative Code; designing audit programs using the Fiscal Control and Internal Auditing Act required risk-based approach; reviewing different division’s operations to evaluate their efficiency, effectiveness, and compliance with department policies and state government regulations; verifying the effectiveness of different division’s internal controls and determined if there was mismanagement, waste, and/or fraud; communication with superior, coworkers and the person(s) that audited to ensure the work was completed in an efficient manner. Essential Functions

• Independently conducts internal audits of simple and routine programs as assigned: 
    • ensures activities conform to the requirements of various contracts and identifies administrative weaknesses in internal control based on knowledge of state and federal requirements and contractual and grant agreements along with other reference material; 
    • identifies the level of problems and prepares questions to be asked during the audit; 
    • participates in a wide variety of audit functions ranging in scope depending on the nature of the audit including but not limited to performing a particular part of the audit function an entire audit or a particular phase of an audit; 
    • assists supervisor by analyzing and compiling information gathered during the audit; 
    • serves as auditor on various assignments and audit teams as assigned by management; 
    • travels to various audit sites.
• Performs preliminary review prior to audit fieldwork: 
    • plans audit techniques to be used in accordance with the nature of the audit assignment; 
    • assists the supervisor with reviewing agency programs operations and records for completeness accuracy and compliance with agency standards and procedures; 
    • preliminary reviews would include access to confidential information budgetary information and other pre -planning documents for operational compliance.    
• Prepares and organizes audit reports for supervisory review summarizing the results of the audit work:
    • prepares and organizes all work documents including electronic documents for supervisor review detailing audit findings and control recommendations and provides explanations and information to other staff from audit documents..
• Represents internal audit in meetings: 
    • meets with agency personnel to conduct entrance conference to discuss the details duration and scope of the audit; 
    • meets with agency personnel to conduct exit conferences to discuss audit findings; 
    • participates in follow-up activities to determine if recommendations have been implemented and to provide technical assistance; 
    • reviews reports to determine if the implementation has achieved the intent of the recommendations.
• Continues education through participation in accredited professional education and training seminars: 
    • attends and participates in meetings conferences workshops and other work activities that provide learning experiences relating to audit practices and procedures; 
    • reviews and studies current publications to enhance knowledge of professional auditing concepts; 
    • confers with audit professionals to increase knowledge in audit practice and technique and in programmatic activities of audit assignments; 
    • travels to attend training.
• Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

• Requires a bachelor's degree with coursework in auditing business management public administration economics computer science accounting or other related subjects.
• Requires completion of an agency’s Internal Auditor Trainee program; or requires two years of professional auditing experience.

Preferred Qualifications

• Prefers ability to document and support audit findings and recommendations. 
• Prefers working knowledge of current auditing and various other computer programs. 
• Prefers ability to prepare for and conduct entrance conferences, to outline the audit scope with agency staff and
  representatives of an audited agency, and to participate in exit conference to discuss audit findings prior to the issuance of
  the final audit reports. 
• Prefers ability to perform duties in a professional, efficient, and ethical manner and to maintain the confidentiality of the
  information gathered during an audit. 
• Prefers working knowledge of management principles and techniques, including organization, management, program
  accountability, governmental operations, and systems analysis. 
• Prefers working knowledge of auditing theories and procedures. 
• Prefers working knowledge applicable state laws, administrative rules, statutory mandates, regulations, and policies and
  procedures when auditing an agency’s functions and programs. 
• Prefers working knowledge of the agency’s programs, policies, and regulations.
