Position Overview: IEMA‑OHS is seeking an Internal Auditor II to lead complex, risk‑based audits that strengthen internal controls, improve operational efficiency, and support the agency’s mission. This role develops detailed audit programs, analyzes complex data and processes, and provides expert guidance on compliance, risk mitigation, and process improvement. The Senior Auditor also serves as a key point of coordination with agency leadership and external oversight partners to ensure accountability and effective implementation of audit recommendations. Essential Functions
- Under direction of the Chief Internal Auditor independently conducts complex, non-routine risk-based audits for Illinois Emergency Management Agency-Office of Homeland Security (IEMA-OHS).
- As Senior Auditor, prepares comprehensive audit programs, recommending and detailing duration, scope, and purpose of an audit.
- Consults with the Chief Internal Auditor regarding any changes to the audit program, problems which have occurred, and the progress of any active audits.
- Supports internal audit operations through specialized projects, analysis, and process improvement initiatives.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires a bachelor's degree with coursework in accounting, auditing, business management, computer science, economics, public administration or other related subjects.
- Requires four (4) years of professional auditing experience; or requires three (3) years of professional auditing experience plus completion of one (1) of the following certifications: Certified Internal Auditor, Certified Public Accountant or Certified Information Systems Auditor.
Preferred Qualifications
- Prefers three (3) years of professional experience conducting internal, operational, compliance, financial, or programmatic audits utilizing audit methodologies and risk assessment techniques.
- Prefers three (3) years of professional experience evaluating internal controls, analyzing complex data, identifying risks, and developing recommendations for process improvements.
- Prefers three (3) years of professional experience interpreting and applying laws, regulations, policies, procedures, and administrative rules related to compliance or oversight activities.
- Prefers three (3) years of professional experience working in a governmental, regulatory, emergency management, or other highly regulated environment.
- Prefers three (3) years of professional experience utilizing Microsoft Office applications, including Excel, Word, and other data management tools to analyze information, prepare reports, and support audit activities.
Conditions of Employment
- Requires a criminal history check through the Illinois State Police.
- Requires completion of a background check and self-disclosure of criminal history.
- Requires the ability to use state-supplied equipment such as cell phone, laptop, etc.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
