Position Description

The Illinois Department of Public Health is seeking a highly motivated individual to join our Internal Audit Division in the Internal Auditor Trainee position.  This position will complete audits with help and coaching from higher level auditing staff.  During the trainee period, the auditor will continue to become more independent and should be able to perform an audit independently by the end of the trainee period.  The Internal Auditor Trainee will assist in conducting independent internal audits and projects including but not limited to financial, compliance, operational and information systems audits.  The Internal Auditor Trainee position is a fulfilling and challenging opportunity for an individual looking to make a difference and create rewarding partnerships within our organization.

Job Responsibilities

1.  Under the direct supervision of an Internal Auditor, receives working assignments to assist developing the knowledge and understanding to conduct internal audits of a routine nature of simple programs including financial, operational, compliance and EDP audits.

  • Receives on-the-job training to achieve the skills to prepare audit work papers and reports by audit supervisor.
  • Summarize the work performed, detail the findings, detail the control deficiencies and develop recommendations for correcting the deficiencies.


2.  In a controlled environment, receives training involving auditing activities of increasing difficulty to a professional level as it relates to the Department of Public Health’s activities and operations, i.e., developing documentation of audit tests and statistical samples; analyzing relevant data; and applying information to a particular part of the audit function, an entire audit or a particular phase of an audit.


3.  Receives work assignments to learn the skills necessary to perform specialized professional and analytical reviews and audits of systems, processes, and services to determine if policies and programs are being efficiently and economically administered and if program requirements and objectives are being effectively fulfilled.

  • Attends and participates in specialized training programs, workshops and seminars relative to data processing, auditing and operational analysis.
  • Receives training in the development of data and research techniques, and in written and oral reports and presentations.
  • Uses software packages and programming languages to extract information in computer generated reports.
  • Applies research and analysis techniques.
  • Participates in assignments of limited difficulty, to enhance skills, knowledge and proficiency in the area of computer software applications for EDP audits and/or basic internal auditing.

4.  Meets Continuing Professional Education requirements through formal and in-house training.


5.  Performs other duties as required or assigned, which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires a bachelor’s degree with coursework in accounting, auditing, business management, public administration, economics, computer science or other related subjects. 

Preferred Qualifications

  1. Twelve semester hours in accounting coursework.
  2. One (1) year of professional experience working with technical internal or external audits.
  3. One (1) year of professional experience preparing for, attending, and conducting entrance conferences to outline audits with agency personnel, attending exit conferences, and participating in the discussion of audit findings prior to the issuance of the final report.
  4. One (1) year of experience determining violations and noncompliance with the law and to detect and explain significant irregularities.
  5. One (1) year of experience establishing and maintaining satisfactory working relationships and to deal tactfully with controversial problems
  6. One (1) year of professional experience understanding and following detailed oral and written instructions.
  7. One (1) year of experience with Microsoft Office software.
