Position Overview:

The Illinois Department Healthcare and Family Services is seeking to hire an experienced and energetic Human Resource individual who demonstrates independent initiative with the ability to resolve complex issues and conduct structured interviews to fill vacancies within HFS. The ideal candidate will be eager to learn and work in a fast-paced Human Resources Office environment, serving as certified structured Interviewer for the agency.

Essential Functions

  • Under general direction, serves as a certified structured interviewer
  • Conducts hiring coordination activities for all HFS offices, applying department of CMS and HFS rules and procedures regarding bid records, eligible lists, and the electronic hiring process
  • Plans and conducts career fairs and career workshops
  • Serves as a professional resource for other agency staff on hiring coordination activities
  • Provides assistance to lower level staff
  • Serves as contact person for postings including answering questions regarding filling of vacancies
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college and two (2) years of professional human resources experience

Preferred Qualifications

  • Two (2) years of experience in the hiring process including conducting professional structured interviews and the completion of hiring paperwork, i.e., Screening Justification form, Hiring or Promotional Monitor
  • Experience developing interview questions and hiring criteria
  • Two (2) years of professional experience with hiring processes in a public or business organization interpreting and implementing personnel rules regarding hiring practices
  • Working knowledge of job descriptions
  • Experience obtaining and soliciting relevant information/data from individuals
  • Extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act, Interview and Selection rules and guidelines derived there from, and departmental policies, procedures and processes
  • One (1) year of professional experience in conducting interpersonal, both online and in-person, active recruiting job efforts (job fairs, university events, career days, military recruiting)
  • Extensive experience in conducting professional interviews and maintaining confidentiality

Specialized Skills

  • Requires two (2) years of experience in the hiring process including conducting professional structured interviews and the completion of hiring paperwork, i.e., Screening Justification form, Hiring or Promotional Monitor
  • Requires experience developing interview questions and hiring criteria

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to become a certified interviewer within assigned probationary period
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate. Overnight stays may include evening, weekend and overnight travel
