Essential Functions
- Under administrative direction, serves as the IT Projects & Initiatives Manager for the Department of Innovation & Technology (DoIT), supporting the Illinois Environmental Protection Agency (IEPA), organizing, planning, executing, controlling, and evaluating highly complex software system development and implementation projects for the DoIT/IEPA team and IEPA
- Coordinates work required to successfully complete DoIT/IEPA and IEPA information technology initiatives, including but not limited to, audits, risk assessments, business impact analysis, implementations, upgrades, conversions, documentation gathering, and disaster recovery/business continuity planning.
- Assists the CIO and IEPA personnel in the development of DoIT/IEPA’s and IEPA’s short-term and long-range plans for software system improvements.
- Keeps abreast of new developments in the Information Technology field by continuing education through meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
- Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, with coursework in management information systems, data processing, telecommunication.
- Requires three (3) years of progressively responsible administrative experience in the field of management information systems, data processing, or telecommunications.
Specialized Skills
- Requires three (3) years of professional experience leading and coordinating large, complex software system development and implementation projects utilizing business analysis and project management techniques.
- Requires three (3) years of professional experience in Communication Management, Resource Management, Business Analysis, Information Technology Governance, Stakeholder Management, Quality Management, Procurement Management or Risk Management.
- Requires three (3) years of professional experience managing projects utilizing tools such as MS Project, MS Excel, MS Visio, MS SharePoint, and MS PowerPoint.
- Requires two (2) years of professional experience working with software development methodologies and software development management systems such as Azure DevOps.
Preferred Qualifications
- Three (3) years of professional experience leading and coordinating large, complex software system development and implementation projects utilizing business analysis and project management techniques.
- Three (3) years of professional experience in Communication Management, Resource Management, Business Analysis, Information Technology Governance, Stakeholder Management, Quality Management, Procurement Management or Risk Management.
- Three Requires three (3) years of professional experience managing projects utilizing tools such as MS Project, MS Excel, MS Visio, MS SharePoint, and MS PowerPoint.
- Two (2) years of professional experience working with software development methodologies and software development management systems such as Azure DevOps.
- Three (3) years of professional experience coordinating information discovery, analysis, and compilation to complete project initiatives.
- Ability to analyze administrative problems and develop an effective course of action.
- Ability to coordinate the activities of work associates to achieve desired results.
- Ability to develop and maintain cooperative working relationships.
- Demonstrated verbal and written communication skills to present information with clarity and precision.
