Essential Functions

•    Under administrative direction, serves as an IT Tech Support & Database Administrator for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDOR) performing complex professional and advisory functions in Application Services.
•    Reviews and provides technical assistance and advice on database design, application design and SQL statements and queries.
•    Administers, monitors, tunes, and maintains the database management systems and databases within the systems.
•    Develops and maintains programs, procedures, and scripts to enhance the handling, reconstruction and administration of the database and for modeling.
•    Evaluates benefits and impacts of new releases, fixes, or new development products, performs tests and research studies as a prelude to recommendations to facilitate their implementation.
•    Coordinates or conducts training and education for various application development groups, regarding the capabilities, utilization, and interaction of these products. 
•    Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
•    Performs other duties as required or assigned, which are reasonably within the scope of duties.

Minimum Qualifications

•    Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
•    Requires three (3) years of professional experience in Application Services or a related Information Technology field.

Specialized Skills

•    Requires three (3) years of professional experience designing, developing, testing, and implementing information systems, including the installation and configuration of relational database management systems (RDBMS) using SQL Server, as well as proficiency in data modeling using tools like Erwin or similar database modeling software.
•    Requires three (3) years of experience providing technical leadership, consultation, support and training to developers and application programmers in relational database design, SQL optimization, and troubleshooting.to achieve project goals.
•    Requires three (3) years of professional technical experience administering, monitoring, and tuning relational database environments, identifying and resolving performance issues, and recommending system optimizations in multi-platform environments including Windows, mainframe, network, and web-based applications. potential problems before they affect performance.

Preferred Qualifications

•    Three (3) years of professional experience designing, developing, testing, and implementing information systems, including the installation and configuration of relational database management systems (RDBMS) using SQL Server, as well as proficiency in data modeling using tools like Erwin or similar database modeling software.
•    Three (3) years of experience providing technical leadership, consultation, support and training to developers and application programmers in relational database design, SQL optimization, and troubleshooting to achieve project goals.
•    Three (3) years of professional technical experience administering, monitoring, and tuning relational database environments, identifying and resolving performance issues, and recommending system optimizations in multi-platform environments including Windows, mainframe, network, and web-based applications. potential problems before they affect performance.
•    Three (3) years of experience with data warehouse, data mart, and multi-tenant application database environments, including implementation, maintenance, and optimization techniques. 
•    Three (3) years of experience using advanced SQL (Structured Query Language) for database management, reporting, troubleshooting, and performance analysis.
•    Three (3) years of experience conducting database and application feasibility studies, system conversion planning, or technical environment upgrades, to evaluate options and recommend improvements. 
•    Ability to manage and troubleshoot database modeling and design tools (Erwin or equivalent), integrating models into live development and production systems.
•    Ability to gain and maintain effective working relationships with agency officials, technical staff, vendors, and client stakeholders in a collaborative IT support environment.  
•    Demonstrated verbal and written communication skills, with the ability to explain technical concepts to non-technical audiences, and prepare clear technical documentation, reports, and recommendations.
•    Database administration certification such as Microsoft Certified Solutions Expert (MCSE) or Azure Database Administrator.
