Then consider working for the Illinois Department of Revenue. We are hiring an Income Tax ICB Conferee (Public Service Administrator option 2) for our Springfield, Illinois location. The position is responsible for reviewing proposed adjustments to tax returns that are disputed by taxpayers and recommending appropriate resolutions. Essential Functions
- Under administrative direction, receives and conducts assignments of a highly complex and technical tax nature involving proposed state income tax liabilities, penalties and claims for refund.
- Analyzes case files, tax returns, audit reports and other documents such as financial statements, contracts, valuation reports, appraisals, affidavits, trust agreements, partnership agreements, etc.
- Prepares for conferences dealing with highly complex accounting issues, with taxpayers and/or their representatives.
- Prepares proposed dispositions for the ICB Administrator indicating acceptance or rejection of taxpayer proposals based of information adduced at conferences and the information reviewed regarding the audit issues.
- Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires Bachelor's degree or higher level of education with 21 progressive credit hours earned from courses in accounting, tax auditing, tax law or fiscal management.
- Requires prior experience equivalent to three years of progressively responsible administrative experience in accounting, auditing or law; particularly as they relate to state and local taxation.
Preferred Qualifications
- Six (6) years of experience conducting extensive research and applying income tax laws, regulations and legal precedents on a variety of highly complex issues.
- Six (6) years of experience working with and applying auditing principles, practices, methods and techniques.
- Six (6) years of experience working with various types of financial records (i.e., financial statements, general ledgers, 10K reports, accounting system reports, etc.).
- Four (4) years of experience independently conducting meetings or conferences.
- Four (4) years of experience writing detailed reports using analysis from multiple sources.
- Six (6) years of experience using Microsoft Office including Word, Excel and Outlook and other common software.
- Six (6) years of experience negotiating proposed dispositions acceptable between two contesting parties.
- Six (6) years of experience working with individual and corporate entities and those representing them, including accountants, CPAs, lawyers or internal Agency staff.
Conditions of Employment
- Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
- Requires the ability to use and secure a state issued mobile device, e.g., cellular phone, laptop computer, tablet, etc.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
- This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
