Under administrative direction of the Chief of Staff, specializes in information technology coordination; serves as the agency IT coordinator and resource to agency executives, administrative staff and other staff; provides guidance and support to Department of Military offices and locations; receives, confers and advises on requests for IT products and services. Provides coordination to ensure that necessary IT products and services are provided for agency employees and contractors to support onboarding, interoffice transfers, and offboarding; provides coordination to ensure IT products and services are added or removed based upon changing needs. Submits and tracks service requests. Adheres to the Department of Innovation & Technology's standardized process and procedures for requesting services; develops and maintains coordination processes and procedures within DMA. Ensures adequate funds are available and verifies proper accounting unit code numbers/ billing codes are used when requesting products and services. Identifies IT needs, orders products and services that are essential to the Agency's work, enhance operational efficiencies, and are cost-efficient and effective. Responds to requests for information; prepares reports; and reviews, interprets and responds to DoIT service notifications, bulletins and other communication. Represents the agency in meetings and consultations. Participates in training sessions. Serves as the liaison between DMA, DolT and the Illinois National Guard. 

  1. Serves as the agency IT Coordinator and resource; receives requests from agency executives, administrative staff and other staff for information technology services and products; provides guidance and support to OMA offices and locations; assesses requests to identify business and IT needs; and identifies the most efficient and cost-effective solutions to meet business needs. Develops and maintains standardized coordination processes and procedures within the agency. Provides coordination to ensure that necessary IT products and services are provided for agency employees and contractors to support onboarding, interoffice transfers, and offboarding; provides coordination to ensure IT products and services are added or removed based upon changing needs. Participates in discussions for systems designs and modifications (e.g. research, development, software, and hardware purchases). Assists with maintaining an inventory of the agency's technology. Assists with maintaining an active user listing (e.g. Active Directory). Reviews, interprets and responds to DolT service notifications, bulletins and other communication, which identify important due dates, changes in service offerings, procedures and training manuals, which adhere to DolT's IT policies. Ensures agency compliance with DolT policies and creates agency policies as necessary for compliance. Prepares reports for approvals, audit inquiries, investigation of charges and other purposes.

2. Conveys agency needs via service request, following DolT's established processes and procedures for coordination. Submits service request using Service Now or successor systems. Submits requests in a timely manner to allow sufficient time for delivery and installation; provides early notification of major projects, moves or other non-routine service requests; and submits due dates, studies, plans and other related documentation. Tracks service requests to successful completion. Consults and coordinates with DolT to gather information to make informed decisions, clarify requests and schedule work. Orders products and services that are essential to the agency's work, enhance operational efficiencies, and are cost-efficient and effective; utilizes Microsoft 365, Windows 10, and database systems in performance of duties. 

3.  With the DMA Chief Fiscal Officer budgets for expenditures, ensures adequate funds are available, and verifies that proper accounting unit code numbers / billing codes are used when requesting products and services. Coordinates with the CFO to obtain Governor's Office of Management & Budget approval for new personal computer orders, including but not limited to thick-client computers, laptops, tablets, and thin-client terminals.

4. Coordinates IT services with the ILNG; receives requests for federal support; assesses requests to identify business and IT needs; and identifies the most efficient and cost-effective solutions to meet business needs.

5. Represents the agency in meetings and consultations. Participates in training sessions to stay abreast of changes in IT and telecommunications products, services, rates, and processes. Travels to attend off-site meetings, consultations, and training.

6. Performs other duties as assigned that are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

1.     Requires the completion of four years of college, preferably with courses in business administration, computer science or information technology. 
2.     Requires one year of responsible administrative experience in a public or private organization or completion of an agency approved professional management program.

Preferred Qualifications

  1. Prefers one (1) year professional experience interpreting IT products and services.
  2. Prefers one (1) year professional experience in assessing an issue and making a recommendation for the tool and/or equipment needed to address the problem. 
  3. Prefers one (1) year extensive knowledge of Microsoft 365, Windows 10, and database systems. 
  4. Prefers one (1) year extensive knowledge of ILARNG, ILANG, and DOD procedures and units. 
  5. Prefers excellent organizational and follow-up skills.     

Conditions of Employment

  • Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.
