Essential Functions
- Subject to management approval, serves as the Input/Output & Production Control Manager of the Input/Output Services & Production Control section within Enterprise Production Operations Services for the Department of Innovation & Technology (DoIT), providing leadership and management oversight for the Input/Output Services & Production Control Section responsible for overseeing all systems operations for various state agencies in a 24/7 work environment with assistance of subordinate supervisors.
- Compiles data and prepares a variety of management reports including organizational charts, fiscal budget projections, staffing requirements and projections and monthly status reports using products such as Microsoft Office, Excel, Access and Visio.
- Serves as full line supervisor.
- Initiates and/or oversees coordination and communication with all necessary personnel outside the Input/Output Services & Production Control Section including programmers, analysts, hardware and software support, service personnel, vendors and legacy management to ensure continuous unit functionality and ability to resolve problems quickly and efficiently.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related fields.
- Requires four (4) years of progressively responsible administrative experience in management information systems, data processing, telecommunications or directly related fields in a large public or business organization.
- Requires four (4) years of professional experience supervising a team of IT professionals in a business or public organization.
Preferred Qualifications
- Four (4) years of professional administrative experience managing multiple computer operation locations.
- Four (4) years of professional experience completing processing requirements an automated job scheduling system, such as, but not limited to, CA-Scheduler or Zeke.
- Four (4) years of professional experience managing technical staff in the input/output operations using Time Sharing Option (TSO), Job Control Language (JCL) and other system operation commands.
- Working knowledge of desktop productivity software such as Microsoft Office and spreadsheet software such as Excel and flow diagram software such as Visio.
- Working knowledge of Microsoft Access.
- Ability to analyze administrative problems and adopt an effective course of action to resolve.
- Ability to develop and maintain cooperative working relationships.
- Developed verbal and written communication skills to communicate technical information with clarity and precision.

- Requires adherence to the revolving door restrictions outlined in 5 ILCS 430/5-45. Consequently, employees should be aware that in the event of receiving a non-State employment offer during state employment or within one year immediately following the termination of State employment, they are required to inform the Office of the Executive Inspector General (OEIG) for the Agencies of the Illinois Governor before accepting such non-State employment. Failure to notify the OEIG may result in the imposition of a fine.
- Requires compliance with the provisions outlined in section 4A-101 of the Illinois Governmental Ethics Act, necessitating the occupant of this position to file of a Statement of Economic Interest. Pursuant to the Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.), specific state officials and employees are required to annually submit Statements of Economic Interest to the Office of the Secretary of State, which will be accessible to the public for examination and copying. Employees subject to this requirement must also file a Supplemental Statement of Economic Interest with the Executive Ethics Commission, as specified in Executive Order 15-09. Failure to submit these statements in a timely manner may result in fines and penalties.
