Position Overview
Subject to management approval, serves as Family & Community Services Assistant Manager of the Integrated Eligibility Systems (IES) Program. Plans, develops, organizes, controls and manages through subordinate staff the operations related to the complex duties in the analysis and testing of the Integrated Eligibility System Plan and through subordinate supervisors the activities of the Department of Human Services (DHS) Bureau of Business Management, Office of User Acceptance Testing (UAT), and core/non-core testing teams. Develops and implements program policies and procedures in accordance with State and Federal regulations to meet the division’s goals and objectives; performs responsible administrative duties in the management, development, evaluation and control of the process of analyzing system requirements/functional designs and testing the resulting IES functionality; represents on behalf of the Division of Family & Community Services (FCS) as spokesperson at local, state and national organizations and task forces giving presentations, interpreting and explaining IES initiatives and interpreting program policy and mandates. Communicates with the agency’s IES Operations Administrator to provide administrative direction to stakeholders in areas such as IES planning and budgeting. Travels in the performance of duties.
Essential Functions
- Serves as Integrated Eligibility System Assistant Program Manager.
- Assists in the Division’s administration of IES; organizes, plans, develops and evaluates IES to establish comprehensive and integrative statewide directions, goals and objectives; directs planning, establishment and maintenance of the IES system; prioritizes the needs to repair defects and implement enhancements; monitors priorities to ensure they are included in software release planning; directs the development of databases to study and compare findings across eligibility processing units to expand overarching goals and performance improvement projects.
- Plans, assigns, coordinates, evaluates through subordinate supervisors the activities of the DHS Bureau of Business Management, UAT and core/non-core testers.
- Serves as full line supervisor; assigns and reviews work; provides guidance and training to assigned staff; counsels staff regarding work performance; reassigns staff to meet day-to-day operating needs; establishes annual goals and objectives; approves time off; adjusts first level grievances; effectively recommends and imposes discipline, up to and including discharge; prepares and signs performance evaluations; determines and recommends staffing needs.
- Collaborates with the agencies IES Program Manager to provide feedback regarding the evaluation and the administrative aspects of the IES system to provide administrative direction to stakeholders in areas such as IES planning and budgeting.
- Travels to represent the Division as spokesperson at local, state and national organizations and task forces giving presentations, interpreting and explaining IES initiatives and interpreting program policy and mandates; presents information, delivers presentations and speaks on behalf of the IES Program Manager concerning IES.
- Serves as back-up FCS Liaison with DHS Budget, FCS Financial Teams, Healthcare and Family Services management and the Department of Innovation and Technology; collaborates with DHS administrators and other state agencies to plan and negotiate timing of IES changes.
- Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires skill, knowledge and mental development equivalent to completion of four (4) years college with courses in business or public administration.
- Requires four (4) years progressively responsible administrative experience working with public assistance benefit eligibility systems for a public or private organization.
Preferred Qualifications
- Five (5) years of professional experience working with public assistance eligibility systems, such as Integrated Eligibility System (IES), that determine and administer public assistance benefits, such as Medicaid, Supplemental Nutrition Assistance Program (SNAP), and Cash Assistance.
- Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, approving time off, and preparing and signing performance evaluations.
- Three (3) years of professional experience managing the process of analyzing system requirements/functional designs and testing the resulting system functionality.
- Two (2) years of professional experience working with the rules, policies, and procedures of union agreements.
- Two (2) years of professional administrative experience in the use of incident tracking software systems, such as JIRA.
Conditions of Employment
- Requires ability to travel in the performance of duties, with overnight stays as appropriate.
