Position Overview:

The Illinois Law Enforcement Training & Standards Board (ILETSB) invites well-qualified candidates to apply for the position of Internal Auditor & Reporting Manager. This position serves as the Internal Auditor & Reporting Manager for ILETSB, acting as the primary auditing administrator for the Board with explicit policy making authority, in addition to acting as the primary reporting administrator for the Board. The ideal candidate for this position will have professional experience in governmental accounting, or auditing, including GAAP and internal audits, as well as ensuring complete and accurate agency reporting. Essential Functions

  • Serves as the Internal Auditor for the Illinois Law Enforcement Training and Standards Board (ILETSB), acting as the primary auditing administrator for the Board with explicit policy making authority.
  • Serves as the Reporting Manager for the Illinois Law Enforcement Training and Standards Board (ILETSB), acting as the primary reporting administrator for the Board.
  • Represents the agency as ILETSB’s main point of contact on all audits with external auditors, CMS Internal Auditors, Governor’s Office of Management and Budget, ACFR, Auditor General, and Legislative Audit Commission for all financial, compliance, and performance audits.
  • Performs other duties as required or assigned which are reasonable within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, with courses in public administration, auditing, accounting, finance, or fiscal management.
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in a public or business organization in public administration, fiscal operations, internal auditing, fiscal reporting, or public accounting.

Preferred Qualifications

  • Prefers two (2) years or more of professional experience in governmental accounting or auditing, including GAAP and internal audits.
  • Prefers current licensure as a Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or other recognized audit designation.
  • Prefers two (2) years or more of experience using a Systems Applications and Products (SAP)-based accounting system, including HANA reporting.
  • Prefers two (2) years or more of professional experience with governmental policies and procedures.
  • Prefers two (2) years or more of professional experience in analyzing and preparing financial reports.
  • Prefers one (1) year or more of experience in the development and management of office operations.
  • Prefers the demonstrated ability to develop and maintain positive, cooperative, and effective working relationships, specifically with state government officials, but also with agency staff and the general public.

Conditions of Employment

  • Requires the ability to pass a criminal background and work history check.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry-related topics relevant to job duties.
  • Requires demonstrated proficiency in Microsoft Word, Outlook, PowerPoint, Excel & Internet applications.
  • This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying objects weighing up to 25 pounds. This job may require a good deal of walking or standing and involves sitting for long periods of time.
  • Overtime is a condition of employment, and employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
