Essential Functions

  • Subject to management approval, serves as the KIDS Services Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Health and Family Services (HFS)
  • Serves as project manager over the unit
  • Develops, approves and monitors design and custom development of highly complex KIDS web-based systems for all HFS KIDS websites, applications, and other collaborative solutions implemented utilizing .NET technologies stack.
  • Serves as a working supervisor
  • Travels to attend training classes, seminars, meetings, demonstrations, conferences, and uses self-study techniques to keep informed of advancements in related technologies
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related field
  • Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization

Preferred Qualifications

  • Three (three (3) years of professional experience managing dynamic web application projects utilizing technologies such as JAVA, .Net, SQL, MVC, ODBC and Could Native
  • Three (3) years of professional experience utilizing application server environments such asWAS or IIS
  • Three (3) years of professional experience utilizing integration development environments such as RAD and/or Microsoft Visual Studio Azure DevOps and using those environments in web application development
  • Three (3) years of professional experience with web application development with Visual Studio Azure DevOps and .Net
  • Three (3) years of professional experience with Web Services and Application Programming Interface
  • Three (3) years of professional experience with Microsoft Office Integration, Active Directory and LDAP
  • Three (3) years of professional experience with application performance tuning, project management, encryption, system security, and PKI
  • Ability to analyze administrative problems and adopt an effective course of action to resolve
  • Ability to develop and maintain cooperative working relationships
  • Demonstrated verbal and written communication skills

Specialized Skills

  • Requires three (3) years of professional experience managing dynamic web application projects utilizing technologies such as JAVA, .Net, SQL, MVC, ODBC and Could Native
  • Requires three (3) years of professional experience utilizing application server environments such as WAS or IIS.
  • Requires three (3) years of professional experience utilizing integration development environments such as RAD and/or Microsoft Visual Studio Azure DevOps and using those environments in web application development
  • Requires three (3) years of professional experience with web application development with Visual StudioAzure DevOps and .Net.
