Position Overview:

This position serves as the KIDS Services Manager in the Web Development Section supporting the Illinois Department of Health and Family Services (HFS). Essential Functions
- Subject to management approval, serves as the KIDS Services Manager for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Health and Family Services (HFS)
- Serves as project manager over the unit
- Develops, approves and monitors design and custom development of highly complex KIDS web-based systems for all HFS KIDS websites, applications, and other collaborative solutions implemented utilizing .NET technologies stack.
- Serves as a working supervisor
- Travels to attend training classes, seminars, meetings, demonstrations, conferences, and uses self-study techniques to keep informed of advancements in related technologies
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with coursework in management information systems, data processing, telecommunications or directly related field
- Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications in a public or business organization
Preferred Qualifications
- Three (three (3) years of professional experience managing dynamic web application projects utilizing technologies such as JAVA, .Net, SQL, MVC, ODBC and Could Native
- Three (3) years of professional experience utilizing application server environments such asWAS or IIS
- Three (3) years of professional experience utilizing integration development environments such as RAD and/or Microsoft Visual Studio Azure DevOps and using those environments in web application development
- Three (3) years of professional experience with web application development with Visual Studio Azure DevOps and .Net
- Three (3) years of professional experience with Web Services and Application Programming Interface
- Three (3) years of professional experience with Microsoft Office Integration, Active Directory and LDAP
- Three (3) years of professional experience with application performance tuning, project management, encryption, system security, and PKI
- Ability to analyze administrative problems and adopt an effective course of action to resolve
- Ability to develop and maintain cooperative working relationships
- Demonstrated verbal and written communication skills
Specialized Skills
- Requires three (3) years of professional experience managing dynamic web application projects utilizing technologies such as JAVA, .Net, SQL, MVC, ODBC and Could Native
