Position Overview

The Illinois Department of Commerce and Economic Opportunity (DCEO) is seeking to hire a purpose-driven, initiative-taking individual interested in assisting Illinois startups and small businesses in launching, growing, and thriving.

The Licensing and Permitting Portal Manager is housed in the Office of Entrepreneurship, Innovation, & Technology (OEIT) and will be tasked with building and maintaining a business permitting portal outlined in statute. The goal is to improve the State's business climate by making it easier for entrepreneurs to navigate state requirements.

Essential Functions

  • Under general direction, serves as Project & Product Manager - Statewide "one-stop" Licensing and Permitting Portal.
  • Under general direction, leads Stakeholder Engagement.
  • Leads the development of educationals tools for utilizing the Portal.
  • Promotes Portal use and enhances the user experience.
  • Serves as working supervisor.
  • Consults with other managers in the Business Information Center (BIC) section of EIT to develop revisions of program policies and procedures to foster continued improvement to propose to the OEIT administrators.
  • Collaborates with the other EIT program managers and DCEO divisions to understand how all programs offered in the division/agency interconnect and impact businesses.
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Requirements

  • Requires knowledge, skill and mental development equivalent to completion of four years of college, preferably with courses in business or public administration, project management, or a related field.
  • Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.

Specialized Skills

  • Five (5) or more years of professional experience managing digital projects or product implementations in government or enterprise environments, including responsibility for timelines, stakeholder coordination, and successful deliverable execution.
  • Two (2) or more years of professional experience working with Illinois business regulations, licensing frameworks, or permitting processes.
  • Three (3) or more years of professional experience coordinating cross-agency or intergovernmental initiatives involving state or local regulatory programs (e.g., licensing, permitting, or compliance systems).
  • Three (3) or more years of professional experience delivering written and oral presentations to stakeholders, leadership, or public audiences, particularly to explain technical or regulatory processes.
  • Two (2) or more years of professional experience conducting user research and usability testing for public-facing digital platforms, including synthesizing and applying feedback to improve functionality and user experience.
  • Two (2) or more years of professional experience developing user-facing instructional content, such as training guides, manuals, and tutorials, tailored to both internal staff and external users.
  • Three (3) or more years of professional experience collaborating with web developers and UX designers to ensure user-centric digital tools that meet government service delivery standards.

Preferred Qualifications

  • Prefers five (5) or more years of professional experience managing digital projects or product implementations in government or enterprise environments, including responsibility for timeliness, stakeholder coordination, and successful deliverable execution.
  • Prefers two (2) or more years of professional experience working with government business regulations, licensing frameworks, or permitting processes.
  • Prefers three (3) or more years of professional experience coordinating cross-agency or intergovernmental initiatives involving state or local regulatory programs (e.g., licensing, permitting, or compliance systems).
  • Prefers three (3) or more years of professional experience delivering written and oral presentations to stakeholders, leadership, or public audiences, particularly to explain technical or regulatory processes.
  • Prefers two (2) or more years of professional experience conducting user research and usability testing for public-facing digital platforms, including synthesizing and applying feedback to improve functionality and user experience.

  • Prefers two (2) or more years of supervisory experience, including assigning work, conducting performance evaluations, and recommending or implementing corrective actions.
  • Prefers three (3) or more years of experience using project management platforms (e.g., Microsoft Project or Planner, Trello, Asana, Jira) to track milestones, manage dependencies, and report on project status.

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statement of Economic Interest with the Office Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
