Position Overview

The Division of Developmental Disabilities is seeking to hire a statewide Ligas Consent Decree and HCBS Waiver Fiscal Compliance Officer performing a variety of technical functions of a highly specialized nature related to the development, analysis and revision of procedures, methods of operation and processing of financial reports. This position uses various data analysis techniques to create, collect and adapt data to process reports.

Essential Functions

  • Serves as the statewide Ligas Consent Decree and HCBS Waiver Fiscal Compliance Officer.
  • Serves as a technical advisor for the division on the Ligas Consent Decree fiscal reporting and compliance.
  • Develops, summarizes, and reports on identified factors and trends related to the administration of HCBS waivers including but not limited to Community Integrated Living Arrangement (CILA) Home Size, Identification of Guardianship, ICF/DD Downsizing, Ligas Outreach, Services initiated, PUNS data and current and previous consent decree class members such as Ligas and Bogard.
  • Performs data analysis and compiles reports, including statistical and expenditure reports, to satisfy the reporting and compliance requirements of the Ligas Consent Decree and HCBS waiver reporting.
  • Provides database management and control of information systems for the Division.
  • Summarizes services, prepares and submits Department of Innovation and Technology (DoIT) requests to develop new reports and/or modify existing reports to reflect findings that assist with Ligas and HCBS waiver monitoring compliance. 
  • Serves as the Division liaison to the DHS Budget Office to track expenditures and report proposed budgets.
  • Performs other duties as requested or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with courses in business or public administration.
  • Requires two (2) years of responsible administrative experience in a public or business organization.

Preferred Qualifications

  • Two (2) years of professional experience performing complex professional statistical data compilation and dissemination related to the development, analysis and revision of procedures, methods of operation and processing of financial reports. 
  • Two (2) years of professional experience monitoring, developing and participating in fiscal reporting activities for a private or public organization. 
  • Two (2) years of professional experience performing data analysis and compiling reports, including statistical and expenditure reports for a private or public organization. 
  • Two (2) years of professional experience with allocation of budget appropriations by state agency programs. 
  • Two (2) years of professional experience communicating in verbal or written form with both internal and external stakeholders. 
  • Two (2) years of professional experience providing technical assistance and guidance with programs and operations.
