Position Overview
This position is accountable to provide practical working knowledge of moderately complex structural inspection, rating, posting, repair, and rehabilitation of the Local Public Agency (LPA) structures needed by the Bureau of Bridges and Structures (BBS) in administering the Federal Bridge Standards and State Statutes. This position reviews and update’s structure inventory data in the Illinois Structure Information System (ISIS). This position also reviews inspection sketches and photographs from subordinate load rating inspections for accuracy and creates simple repair plans.
Essential Functions
- Prioritizes, schedules, and performs local agency bridge rating inspections, varying from simple to moderately complex.
- Tracks structures monthly with a new drop in condition rating to ensure inspections are being completed in a timely manner and prepares draft Computer Aided Design and Drafting (CADD) sketches to be used by subordinates for their inspections.
- Ensures that accurate field drawings, measurements, and photographs are produced for evaluation and structural determination of local agency structures, including reviewing subordinate inspection reports and letters.
- Provides advice and guidance to district and local agency personnel concerning bridge closure and posting procedures, inspection techniques, and various bridge programming activities.
- Establishes, develops, and utilizes techniques to identify, monitor, and correct shortcomings or deficiencies in Illinois bridge inventory data that are not consistent with federal and state requirements and statutes which could result in reduced bridge funding.
- Ensures moderately complex official departmental structural rating and posting recommendations are clearly and accurately reported to the local agency having jurisdiction, and that they are included in the structure database in accordance with state statutes.
- Ensures complete and accurate letters and reports are provided as scheduled or requested.
- Provides input for revisions and updates to the Illinois Department of Transportation (IDOT) Structure Information and Procedures Manual and the inspection section of the IDOT Structural Services Manual.
- Develops simple repair plans with direction from the Local Bridge Inspection and Load Rating Group Engineer.
- Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications
- Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS six years of engineering experience. OR Eight years of engineering experience.
Preferred Qualifications
- Ability to plan, organize, and coordinate local agency bridge inspection trips statewide.
- Experience with Computer Aided Design and Drafting (CADD) software and Microsoft Office applications.
- Bridge inspection experience, including taking section loss measurements and inspection sketch detailing.
- Successful completion of the National Highway Institute Bridge Inspection courses.
- Knowledge of the Federal Highway Administration (FHWA) and IDOT inspection and structure inventory information.
Conditions of Employment
- Requires a valid driver’s license.
- Requires frequent travel with overnight stays.
- Requires the ability to inspect bridges using ladders, waders, and under bridge inspection vehicles.
- Successful completion of FHWA-NHI-13055: Safety Inspection of In-Service Bridges.
- Illinois National Bridge Inspection Standards Team Leader certification.
- Illinois National Bridge Inspection Standards Program Manager certification.
- Requires successful completion of a background screening.
