Position Overview 

 

This position is accountable for planning and directing the activities of the Local Project Support Unit in the agreement and invoicing phases of projects for all portions of the federal-aid program and motor fuel tax (MFT) program applicable to local public agencies (LPAs).

Essential Functions

  • Oversees the evaluation and processing of local public agency (LPA) joint funding agreements and provides guidance and training to districts and local agencies concerning agreement development, processing, and proper funding assignment.
  • Oversees the evaluation and fiscal approval of engineering services agreements between LPA’s and their consultants for LPA projects involving state and/or federal funds. Provides guidance to districts and LPAs on the proper administration of engineering contracts.
  • Oversees the timely processing of Contract Obligation Documents (CODs) and invoice payments.
  • Oversees post letting activities including processing of award notices, modified project agreements, and proper assignment of pay items to federal fund codes.
  • Coordinates internal and external audit request and directs project closeout activities.
  • Monitors projects for compliance with the Bureau of Local Roads and Streets policies, Illinois state statutes, federal regulations, and procedures.
  • Manages and directs sub-unit supervisor’s activities by providing guidance, recommendations, and solutions to complex problems.
  • Serves on various committees internally and outside of the department.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Completion of a bachelor’s degree majoring in business, information systems, finance, accounting, or
    an engineering/STEM related degree PLUS four years of experience in business administration, project research, project management, project accounting, contract management, federal and state program compliance, or a combination thereof; OR Twelve years of experience in business administration, project research, project management, project accounting, contract management, federal and state program compliance, or a combination thereof.
  • Two years of supervisory experience.

Preferred Qualifications

  • Working knowledge of Microsoft Office Suite, Office 365, SharePoint, and managing personal computer applications.
  • Ability to make presentations to large groups.
  • Strong oral and written communication skills.
  • Ability to maintain harmonious relationships with coworkers, management, and the public.
  • Ability to plan, organize, and execute administrative or technical program requirements.
