Position Overview: 

This position is accountable for planning and directing project development and implementation activities in the
Local Studies and Plans Unit for the local public agency (LPA) program administered through the central Bureau
of Local Roads and Streets. This position has oversight of the National Environmental Policy Act (NEPA) process
for LPA projects which includes the coordination of environmental survey requests and the review and approval
of Phase I location, design, and environmental reports. The incumbent is accountable for tracking and monitoring
categorical exclusions per the Programmatic Agreement with the Federal Highway Administration (FHWA). The
position also oversees the processing and preparation of LPA plans, specifications, and estimates (PS&E)
submittals prior to letting for projects included on state and local lettings.

Essential Functions

  • Directs the local portion of the department’s letting activities involving project availability, readiness, and
    advancement to letting.
  • Determines eligibility for federal day labor and local-let projects and provides departmental authority to
    proceed with work to be done by force account or agreed unit prices by the local public agency (LPA).
  • Directs pre/post-letting activities and represents the Bureau of Local Roads and Streets (BLRS) on the
    department’s pre-letting and award committees.
  • Provides guidance to the districts and LPAs concerning implementation of complicated designs and
    exception approvals.
  • Directs, monitors, and provides oversight of the federal Emergency Relief (ER) program for LPAs.
  • Evaluates and reconciles funding issues at closeout on state-let projects.
  • Ensures National Environmental Policy Act (NEPA) related environmental clearances are obtained. Tracks
    and monitors the categorical exclusion determinations per the Programmatic Agreement with the Federal
    Highway Administration (FHWA).
  • Reviews and approves the eligibility of sole source and equipment rental rate requests.
  • Evaluates and coordinates approval of federal time extensions, special authorization requests, and no-build
    determinations.
  • Trains, motivates, and evaluates subordinate personnel.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to
    the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering.
  • Three years supervising staff and managing engineering functions.

Preferred Qualifications

  • Extensive knowledge of modern methods and procedures of public works engineering.
  • Ability to develop and maintain cooperative relationships with staff and the public.
  • Ability to interpret, enforce, and evaluate exceptions to department policies.
  • Knowledge and experience preparing PS&E documents.
  • Knowledge and experience with preparing Phase I reports
  • Extensive knowledge of the Section 106 process.
  • Extensive knowledge of the Section 4(f) process.
  • Extensive knowledge of the overall NEPA process.

The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
