Essential Functions
• Under administrative direction, serves as a Lead Application Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDOR) by coordinating and conducting complex application development services.
• Serves as liaison with user community for changes and enhancements to the Web Application Development Section systems.
• Serves as project coordinator for full-range major/complex projects, very large hardware/software deployments and installations for Web Application Development Section, across multiple agencies and locations.
• Serves as the primary support for scheduled and remedial maintenance to the assigned applications. Schedules processes, reviews history of processed jobs and responds appropriately to any abnormal completion status.
• Analyzes and recommends new procedures and techniques to improve the supported application systems.
• Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill, and mental development equivalent to four (4) years of college with course work in computer science or directly related fields.
• Requires three (3) years of professional experience in Application Services or a related Information Technology field.
Specialized Skills
• Requires three (3) years of professional experience designing, developing, and administering Microsoft Power Platform solutions—including Power Apps, Power Automate, Power BI, and Power Pages—focused on business process automation, data integration, and full application management (ALM) using Power Platform Pipelines across development, test, and production environments.
• Requires three (3) years of professional experience designing and managing data models using Dataverse or equivalent relational databases, including writing and optimizing FetchXML, OData, or SQL queries, as well as building Power BI data visualizations using DAX optimization, data modeling, and performance tuning techniques.
• Requires three (3) years of professional experience administering and configuring SharePoint Site Collections, including site configuration, list /library management, permission structures, and integration with Power Platform tools to support collaborative, secure, and automated business solutions.
• Requires three (3) years of professional experience developing and maintaining websites using Adobe Experience Manager (AEM) or other web content management systems, utilizing HTML, CSS, JavaScript, and JSON to support system integration and enhance digital solutions.
Preferred Qualifications
• Three (3) years of professional experience designing, developing, and administering Microsoft Power Platform solutions—including Power Apps, Power Automate, Power BI, and Power Pages—focused on business process automation, data integration, and full application management (ALM) using Power Platform Pipelines across development, test, and production environments.

• Developed verbal and written communication skills, with the ability to convey technical information clearly and effectively to both technical and non-technical audiences.
• Ability to analyze and resolve complex issues in Power Platform and web development environments, delivering optimized and maintainable solution.
