The Department of Innovation & Technology (DoIT) is seeking a highly skilled and organized individual to serve as Lead Developer providing a full range of complex professional and advisory functions in information technology (IT) web applications services supporting the Illinois Department of Revenue (IDoR), by developing and managing public-facing browser-based websites using Adobe Experience Manager (AEM), SharePoint, and Dreamweaver, demonstrating an in-depth understanding of web programming languages including HTML, CSS, FormCalc, JavaScript, and JSON. In this role, you will serve as a project coordinator for full range of major/complex projects. In addition, you will analyze and recommend new procedures and techniques to improve supported websites and web applications., serving as the primary support for scheduled and remedial maintenance to assigned websites. Essential Functions

  • Under administrative direction, serves as a Lead Developer for the Department of Innovation & Technology (DoIT) supporting the Illinois Department of Revenue (IDoR) providing a full range of complex professional and advisory functions in information technology (IT) web applications services.
  • Serves as project/team leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data.
  • Analyzes and recommends new procedures and techniques to improve supported websites and web applications.
  • Serves as the primary support for scheduled and remedial maintenance to assigned websites and web applications.
  • Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. 
  • Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.
     

Minimum Qualifications

  • Requires knowledge, skill and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Web Services or a related Information Technology field.  

Specialized Skills

  • Requires three (3) years professional experience as a SharePoint site administrator, managing websites using Adobe Experience Manager (AEM), or other web content management system, including end-to-end site configuration, maintenance, and publishing.     
  • Requires three (3) years professional experience designing and developing web applications using HTML, CSS, FormCalc, JavaScript, and JSON.
  • Requires three (3) years professional experience creating business process automation functions using tool such as LiveCycle/AEM Forms Designer and Microsoft Power Platform (Power Automate, Power Apps).
     

Preferred Qualifications

  • Three (3) years professional experience as a SharePoint site administrator, managing websites using Adobe Experience Manager (AEM), or other web content management system, including end-to-end site configuration, maintenance, and publishing.   
  • Three (3) years professional experience designing and developing web applications using HTML, CSS, FormCalc, JavaScript, and JSON.
  • Three (3) years professional experience creating business process automation functions using tool such as LiveCycle/AEM Forms Designer and Microsoft Power Platform (Power Automate, Power Apps).
  • One (1) year professional experience supporting website development using systems analysis methodologies, including the preparation technical specifications, process documentation, procedures, and end-user instructional materials.
  • One (1) year professional experience applying accessibility standards (e.g., Section 508) and using tools such as Site Improve or comparable accessibility compliance platforms to ensure accessible public-facing websites.
  • One (1) year professional experience leveraging Adobe Analytics or similar tools to monitor user behavior, generate dashboards, and inform content strategy through data analysis. 
  • One (1) year professional experience performing scheduled and remedial maintenance for websites and web applications, including incident response and performance tuning.
  • Ability to analyze and troubleshoot complex web development issues and implement optimized, scalable solutions.  
  • Ability to collaborate effectively with stakeholders, end users, and team members to gather requirements and deliver user-centered web solutions.
  • Developed verbal and written communication skills to clearly present technical information and training to both technical staff and non-technical end users.
