Position Overview
The Learning and Outreach Coordinator reports to the Chief Learning Officer and will be a part of the Executive Ethics Commission's administrative office. The Executive Ethics Commission (EEC) is the State's independent body responsible for promoting ethical conduct among executive branch employees and officials, ensuring integrity, accountability, and fairness in State government. Established in 2004 under the State Officials and Employees Ethics Act (Ethics Act), the EEC oversees ethics compliance for State agencies, boards and commissions, public institutions for higher education, and regional transit authorities.
Under the direction of the Chief Learning Officer, this position is responsible for the learning and outreach efforts, increasing agency training capacity, and building strategic partnerships. The Learning and Outreach Coordinator will be responsible for designing, developing, coordinating, and conducting training programs and is responsible for communicating these efforts across internal and external entities to accomplish the EEC's training, outreach, and engagement goals.
The Learning and Outreach Coordinator is required to keep updated on new areas of ethics laws and incorporate those changes into yearly trainings, as well as coordinating compliance projects, conducting outreach, and developing training initiatives for internal and external entities.
Essential Function
- Using developmental tools and surveys, assesses departmental training needs, reports findings, and provides needs assessment and recommendations to the Chief Learning Officer to assist in determining course of action required in fulfilling the educational needs of staff.
- Develops and delivers lectures, audiovisual content, and written materials for a wide range of classroom and virtual training courses, ensuring all materials are accessible and inclusive for diverse learning needs.
- Coordinates logistical aspects of either virtual or physical classroom learning events, including scheduling rooms, moderating virtual sessions as needed, preparing and distributing event announcements to target audiences.
- Functions as an EEC training liaison to all Illinois State agencies, other State and Federal agencies, Boards and Commissions, nation-wide educational Institutions and training facilities to ensure professional cooperation, and attainment of goals and objectives. Provides orientation training to new ethics officers as needed.
- Assists, when needed, with administering and ensuring EEC compliance with the ethics, harassment, sexual harassment, and discrimination prevention trainings, and any other required training for all EEC employees.
- Maintain the LMS (Learning Management System) in SuccessFactors
- Assists supervisors in developing training plans to address skill or knowledge gaps identified in employee performance evaluations and supports staff professional development.
- Develop and execute outreach strategies to promote EEC training opportunities.
- Assist in the design of training materials, toolkits, and resources that are clear, accessible, and impactful.
- Monitor participation, engagement, and learning outcomes to evaluate effectiveness of training and outreach initiatives; compile data-reports and recommend adjustments based on insights and feedback.
- Reviews proposed training course materials developed by other state agencies and universities to ensure their consistency with the Ethics Act, relevant laws, standards, and rules.
- Reviews annual ethics, sexual harassment, and discrimination prevention training compliance reports when they are submitted to the EEC, monitors agency progress in completing those reports, and follows up with the ultimate jurisdictional authorities about any missing reports.

Minimum Qualifications
- Bachelor’s degree in marketing, communication, education, public relations, human resources, or related field; or equivalent combination of related education and experience.
- At least 1 year of relevant experience in training or outreach.
- Ability to communicate effectively and work with stakeholders at all levels of the organization.
- Ability to manage and prioritize multiple projects and work effectively with minimal supervision while adhering to strict deadlines in a fast-paced complex environment.
Preferred Qualifications
- 3-5 years’ relevant experience developing and administering training programs.
- HR or Training Professional Certification.
- Demonstrated knowledge and understanding of, and experience working in fields involving ethics, sexual harassment, harassment, and discrimination laws and compliance;
- Experience in the use of communications technology, including photography editing software, design software, and data management software.
