Position Overview
The Illinois Department of Insurance is seeking to hire an Executive II in the Licensing, Education and Testing Unit in the Enforcement/Regulation Division. This position will oversee the Producer licensing supportive program and the Education program, serving as supervisor. This position develops and trains analysts in these specific areas, serving as support to the Assistant Deputy Director in developing standard operating procedures, maintaining training information on administrative policies and procedures, and producer and education statutory requirements, rules, and regulations. The position assists in coordination of legislation and regulations with the insurance industry, trade associations, the National Association of Insurance Commissioners (NAIC) and insurance departments in other states; plans, develops, and provides recommendations to implement policies, procedures, and guidelines for statutory compliance; researches, develops, drafts ad review policy analysis, evaluations and agency issue papers.
Essential Functions
• Serves as Administrator of the Licensing supporting program.
• Oversees the Education supporting program.
• Develops and maintains standard operating procedures.
• Serves as working supervisor.
• As administrator of the Bond Certificate program, develops and implements policy to ensure compliance with Supreme Court Rules 501 through 556.
• Participates in national calls regarding producer licensure and education changes in federal law, model acts, and reciprocity compliance.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
• Requires knowledge, skill and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
• Requires two (2) years of responsible administrative experience in a public or business organization.
Preferred Qualifications
• Prefers at least three (3) years of experience in licensing producers and/or producer education.
• Prefers at least two (2) years of experience in insurance regulation.
• Prefers at least one (1) year of experience with a data management platform.
• Prefers at least two (2) years of experience generating reports by compiling multiple data sources.
• Prefers extensive knowledge of agency programs and service objectives, activities, and operational systems.
• Prefers ability to develop and manage a supportive agency program.
• Prefers ability to analyze administrative problems and adopt an effective course of action.
• Prefers ability to develop, install and evaluate new and revised methods, procedures, and performance standards.
• Prefers ability to develop and maintain cooperative working relationships.
Specialized Skills
• Requires at least three (3) years of experience in licensing producers and/or producer education.
• Requires two (2) years of experience in insurance regulation.
• Requires one (1) year of experience with a data management platform.
