The Illinois Department of Revenue/Audit Program is seeking to hire an Assistant Division Manager responsible for the Division’s Lifestyle/Nexus/Discovery area with direct oversight of supervisory staff.  The ideal candidate for this position will be organized; well versed in the tax laws, rules & policies; well versed in working with Bargaining Units and contracts; adapt to change in a collaborative environment; be attentive to staff needs, and able to make logical, timely decisions.  The candidate will need to be able to communicate effectively with other Program’s staff and management team.

Job Responsibilities

  1. Plans, directs, coordinates, and manages activities relating to Lifestyle/Nexus/Discovery (LND) within the Audit Discovery & Recovery area.
  2. Provides advice and assistance to subordinate staff in resolving highly controversial and complex cases within the framework of laws, rules and regulations.
  3. Reviews and analyzes statistical reports of results or activities of staff performing tasks to assess and evaluate operational efficiency, adherence to Illinois Department of Revenue (IDOR) rules and regulations, and to ensure uniform application of applicable tax laws and policies and procedures.
  4. Serves as full line supervisor.
  5. Conducts conferences with taxpayers, accountants, attorneys, officials and others and explains findings in the more controversial or sensitive issues.
  6. Develops, recommends, and implements operating policies, procedures, and work and performance standards.
  7. Participates in management staff meetings regarding operating policies, procedures and staffing requirements and/or provide input into program and policy development.
  8. Coordinates assigned activities with other areas of IDOR to ensure proper flow of work assignments.
  9. Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires a bachelor's degree, including 21 hours of progressive accounting courses.
  2. Requires prior experience equivalent to six years of responsible administrative experience in state and/or federal tax auditing.

Preferred Qualifications

  1. Experience working with various tax laws, rules, regulations, court decisions.
  2. Experience working with auditing methods, procedures, and techniques.
  3. Experience working with federal income tax act and the ability to relate its provisions to specific issues.
  4. Experience developing and managing a major program.

Conditions of Employment

  1. Requires the ability to successfully complete a tax compliance and fingerprint-based background check.
  2. Requires possession of a valid driver's license and the ability to travel.
  3. Requires access to an automobile.

Term Appointment:
Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Revenue’s discretion.
