Position Overview

This position is responsible for the development of maintenance policies, procedures, and rules regarding equipment, environmental compliance, utilities, and Asset Management Program (AMP). This position develops and administers the annual program to maintain and modernize facilities at 156 maintenance yards, acts as liaison for all Operations’ equipment needs, and ensures environmental compliance at all Operations’ yards and facilities. The incumbent provides support to the districts regarding utilities on public right-of-way and supplies management information at all levels by directing the gathering, analyzation, and dissemination of statistical data related to costs and expenditures.

Essential Functions

  • Assists with the development of policies and procedures for maintenance field operations to achieve most efficient maintenance operations, improve services, and best use of available resources.
  • Makes recommendations on annual priorities and annual budgets applicable to maintenance operations.
  • Develops annual capital improvement needs for maintenance yards.
  • Ensures maintenance yards are environmentally compliant per Departmental Order 15-01 and works with districts to mitigate any environmental issues.
  • Administers Bureau of Operations responsibilities associated with the Utility Accommodation Policy.
  • Coordinates and administers Municipal Maintenance Agreements.
  • Serves as liaison for equipment replacement criteria, specifications, and maintenance procedures which will support field operations with the greatest economy.
  • Prepares special Maintenance Management Information (MMI) or Asset Management Program (AMP) reports as requested for various users throughout the department including statewide Federal Emergency Management Association (FEMA) disaster reports.
  • Provides support to a variety of maintenance activities including cost reporting.
  • Trains, motivates, and evaluates subordinate personnel.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Eight years of experience in civil engineering including three years supervising staff and managing engineering functions.

Preferred Qualifications

  • Comprehensive knowledge of the principles and practices of civil engineering with specialized knowledge of transportation engineering.
  • Experience with budgeting for construction, maintenance, and equipment.
  • Ability to develop and maintain cooperative relationships with staff.
  • Ability to interpret, develop, and implement policies and procedures.
  • Strong project management skills. 
  • Effective oral and written communication skills.

All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission.
