The Department of Healthcare and Family Services, Bureau of Managed Care is seeking to hire an individual to serve as the Managed Care Enrollment Supervisor. This position will plan, direct and evaluate the Illinois Client Enrollment Service Program. The position will have supervisory responsibility, work with other state agencies and professional groups. The ideal candidate will have experience managing systems, expanding goals and objective for programs and developing and implementing policies and procedures for programs.

Job Description

  • Subject to management approval, serves as the Enrollment Supervisor for the Bureau of Managed Care
  • Serves as working supervisor
  • Develops operational protocols in the monitoring of the CES Program
  • Establishes policies and procedures for the CES Program to ensure compliance with Federal laws and regulations regarding mandatory managed care
  • Drafts responses to requests for information, management inquiries, legislative inquiries, and correspondence from interested parties regarding the CES Program
  • Serves as Bureau liaison
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Required knowledge, skill, and metal development equivalent to completion of (4) four years of college, preferably courses in business or public administration
  • Requires prior experience equivalent to (3) three years of progressively responsible administrative experience in a public or business organization

Preferred Qualifications

  • Two (2) years of contractual experience between public and private entities, monitoring contractual performance guarantee
  • Two (2) years of professional experience working with public and business administration, principles and practices
  • Two (2) years of professional experience developing and managing a supportive program for a public or private organization
  • Two (2) years of professional experience with independently managing the short- and long-term operations of a large, statewide program
  • Two (2) years of professional experience working with Federal laws and regulations regarding mandatory and voluntary managed care programs
  • Two (2) years of experience developing and maintaining cooperative working relationships with medical providers and contractors

Specialized Skills

  • Two (2) years of contractual experience between public and private entities, monitoring contractual performance guarantee

Conditions of Employment

  • Requires completion of a background check and self-disclosure of criminal history
  • Requires the ability to travel in the performance of duties, with overnight stays as appropriate
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine
