Job Posting Details:

The Department of Healthcare and Family Services, the Bureau of Medical Eligibility and Special Programs, Systematic and Technical Staff is seeking a motivated problem solver to participate in the analysis, design, and testing of the Integrated Eligibility System. This individual will need the ability to analyze data and develop test scripts using Excell spreadsheet formats. Job Responsibilities

  • Participates in the analysis, design, review, and testing of newly developed, revised, or existing functionality of the Integrated Eligibility System (IES) related to the medical programs administered by the Department of Healthcare and Family Services, including but not limited to, Long Term Care (LTC), Aid to the Aged, Blind and Disabled (AABD), Family Health Plans (FHP), Affordable Care Act (ACA), Share and Premium programs
  • Provides design recommendations for IES and downstream processes based on Agency needs and knowledge of policy and procedures (MMIS, PAAS, KCDB, HBWD DB)
  • Participates in the analysis of outcomes vs expected outcomes to help identify problem areas, gaps in design, and any other issues
  • Reviews Medical program policy and rule changes for Impact to IES
  • Assists is preparing reports for leadership on outcomes and quality control, confers with a variety of liaisons within HFS and other agencies on issues, recommendations and development
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four years of college, supplemented by master's degree in business or public administration, with coursework in areas such as economic theory, accounting and finance, organizational theory, and operations research
  • Requires one year progressively responsible professional experience in management operations analysis or the completion of an approved training program

Knowledge, Skills and Abilities

  • Requires ability to present ideas clearly, both orally and in writing
  • Requires ability to analyze problems and develop systems of action
  • Requires ability to adopt and utilize the concepts and techniques of operations research in developing research projects
  • Prefers experience with MAGI and Non-MAGI medical programs administered by the Department of Healthcare and Family Services, including but not limited to, Long Term Care, Affordable Care Act, Family Health Plans, Medicare Savings Programs
  • Prefers knowledge of Medicaid Management Information System and Programmatic Administrative Accounting System
  • Prefers proficiency in creating and maintaining Excel Spreadsheets
