The Illinois Department of Children and Family Services is seeking an organized, professional, and results oriented individual to serve as Local Area Network Manager for the DCFS State Central Register.  Under general direction, this position will work collaboratively with the DCFS Integrated Eligibility System (IES) Coordinator and DCFS SCR site lead to resolve problems and issues related to system applications.  The position will maintain records of employees with active access to external systems and will serve in a liaison capacity with the Help Desk and Department of Innovation and Technology.  This position will also provide technical assistance in conducting in-depth, detailed management operations studies involving extensive research and systems analysis and will serve in a project manager capacity in collaboration with various internal and external entities.  This position provides a great opportunity for someone who is interested in playing a background role in supporting the operations of the State Central Register Call Center.  DCFS offers a competitive compensation plan, excellent benefits, and a pension program.  The ideal candidate for this position will have excellent organizational skills and strong communication skills.  We invite you to join our innovative team to help make a positive difference in the lives of the children and families of Illinois.

Job Responsibilities

1.  Serves as Local Area Network Manager for the DCFS State Central Register (SCR)

  • Works collaboratively with the DCFS Integrated Eligibility System (IES) Coordinator and DCFS SCR lead to resolve problems and issues related to system applications
  • Maintain records of employees with active access to external systems
  • Provides SCR leadership and the Chief Deputy Director with reports and system studies of management operations
  • Provides technical assistance in conducting in-depth, detailed management operations studies involving extensive research and system analysis
  • Serves in a project manager capacity in collaboration with SCR leadership, Communications, and Department of Innovation and Technology (DoIT) regarding equipment rollouts, system upgrades, user testing for new applications, planned network outages, and/or application maintenance
  • Assess ongoing SCR equipment and application needs and makes recommendations to SCR leadership, DoIT, and Communications
  • Provides input to SCR leadership regarding opportunities for increased efficiency of work process
  • Plans and administers training programs to staff relative to reports and systems

2.  Requests equipment and system applications needed for specific positions for new SCR staff, including CYCIS, GroupShare, SACWIS, Finesse, Jabber, VMI, LEADS, IES, Microsoft Teams, cell phones, etc.

  • Conducts first day orientation for new SCR staff to set up equipment, advise of the use of new equipment and applications, and explain how to maintain equipment per policy and procedure
  • Provides virtual assistance on an as needed basis regarding remote set up and log in to the equipment
  • Maintains records of first day checklist completed by new staff
  • Collects equipment and terminates site entry, system applications, and group share access for exiting SCR staff

3.  Monitors and responds to questions and issues sent by SCR staff to the Super User mailbox, including reviewing and maintaining Employee Remote Working 30-day checklists

  • Provides notifications to appropriate supervisor if employee checklists are not completed or non-compliant with minimum requirements for remote work
  • Develops a monthly SCR tech newsletter for staff
  • Creates and updates instructions for SCR to provide directions on new software and installations, as well as troubleshooting basic application and equipment issues for remote SCR users

4.  Requests and tracks Help Desk/DoIT tickets regarding problems and issues with equipment, applications, or systems until resolved

  • Serves as point person for SCR leadership, supervisors, staff, and Help Desk/DoIT during unplanned outages
  • Gathers data regarding outage issues, creates Help Desk tickets with DoIT and or Finnesse, tracks systems/applications affected, and communicates with SCR regarding progress toward resolution and user testing of the solution
  • Maintains a log of planned and unplanned outages which impact SCR documenting applications and cause down time
  • Maintains records of all Help Desk Tickets
  • Requests and manage Finesse Phone tickets for new staff, requests for upgrades, and issues needing resolution by phone vendor

5.  Monitors SCR phone reports, error message logs, and other logs to identify trends, problems, and issues which are or may be systemic

  • Works collaboratively with SCR leadership, Communications, DoIT, and the phone vendor to analyze and determine whether resolution is needed

6.  Provides technical assistance to SCR supervisors and staff when written instructions/directions fail to provide resolution for basic system error messages, equipment issues, and basic application errors

7.  Serves as SCR point person for quarterly operational reviews

  • Monitors locations for employee touch down, including equipment and environment, as well as licenses for applications, service assurance plan, and business continuity plan
  • Makes recommendations to SCR leadership when updates are needed to service assurance and business continuity plans

8.  Performs other duties as required or assigned which are reasonably within the scope of the duties enurated above.

Knowledge, Skills, and Abilities

Requires a master's degree in business or public administration or a closely related field, preferably including coursework in systems analysis, accounting, computer science, and statistics and two years of professional experience in public or business administration; OR requires a bachelor's degree in business or public administration or a closely related field, preferably including coursework in system analysis, computer science, and statistics and four years of experience directly related to the development, maintenance, and coordination of a computer-based management information system

Specialized Skills:  Of the previously noted education and experience, requires coursework in and experience with servers, software programming, and system/network administration, requires at least two years of experience working in a call center environment
