Postiiton Overview: 

This position is responsible for participating on a team of evaluation and analytical specialists in the application of statistical and computer software methods using R programming, Statistical Analysis System (SAS), Microsoft Access and Excel, to determine the adequacy and appropriateness of highway safety projects submitted by state and local governmental agencies.

Essential Functions

  • Performs complex evaluation and survey projects using the available data and information.
  • Establishes clear and precise measurement criteria for project evaluation.
  • Develops evaluation plans and designs to ensure meaningful evaluation of safety projects and programs using the existing traffic-related data.
  • Develops innovative evaluation techniques which utilize research and statistical methods, in addition to problem identification and past evaluation findings.
  • Prepares interim and final reports of evaluations to recommend contribution, cancellation, or expansion of specific highway safety efforts.
  • Provides technical and statistical consulting services on highway safety related issues to organizational components of the Illinois Department of Transportation (IDOT) and other state and local agencies to ensure development of proper evaluation methods and techniques.
  • Develops and motivates a competent analytical staff to ensure efficient operations.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned. 

Minimum Qualifications

  • Completion of a bachelor's degree majoring in mathematics, quantitative analysis, statistics, computer science, engineering, social science, or a combination thereof PLUS two years of experience in quantitative analysis, computer science, data analysis, statistics, engineering, or a combination thereof; OR eight years of experience in quantitative analysis, computer science, data analysis, statistics, engineering, or a combination thereof.

Preferred Qualifications

  • Ability to conduct quantitative and qualitative analyses using large data sets.
  • Ability to develop and conduct safety related studies and surveys and prepare data for the IDOT Highway Safety Program managers.
  • Ability to use statistical applications and software packages such as Statistical Analysis System (SAS), R programming, Microsoft Access and Excel to process data and produce descriptive and analytical reports.
  • Ability to interpret, draft, and present technical reports produced for the state and federal government and explain statistical analysis results to executive staff, stakeholders, and co-workers.
  • Ability to work independently, take initiative, and work on multiple projects simultaneously.
