The Department of Healthcare and Family Services, Division of Finance, is seeking to hire a Medicaid Management Analyst upon completion of training program as a Medicaid Management Intern. They will be responsible for conducting research and analysis of policies and procedures for healthcare programs, preparing financial reports and briefings on regulations that impact current programs, and recommending additional funding streams for the benefit of healthcare programs. The ideal candidate will have gained the ability and knowledge to work with internal and external staff on complex agency policies and procedures and will exhibit the ability to prioritize tasks while demonstrating independent initiative to ensure timely work completion.

Job Responsibilities

  • Organizes, plans, executes and evaluates specific financial related elements of the healthcare programs offered by the division as directed by the administrator
  • Performs ongoing financial analysis of state and federal regulations related to healthcare services including federal Centers for Medicare and Medicaid directives and notices
  • Compiles, prepares and disseminates detailed financial summaries of analyses and recommended improvements for healthcare rules, policies and procedures to the administration
  • Conducts special projects such as researching health best practices, existing State Plan Amendments from other states, data analysis on utilization trends, developing process flows for coordination across bureaus and other state agencies, etc. and reports such as monthly utilization of health services and programs
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires a bachelor’s degree in healthcare administration, health and human services, social welfare, sociology, business or public administration with course work in healthcare organization, health care systems finance, healthcare economics, predictive modeling, health policy, healthcare operations assessment and improvement, quality control and strategy formulation and implementation of healthcare policies
  • Requires completion of a minimum of twelve months of the Medicaid Management Intern training program

Preferred Qualifications

  • Prefers experience of electronic data processing operations and the manner in which they are utilized in management operations analysis
  • Prefers experience working with concepts and techniques of personnel, organization, and management analysis
  • Prefers experience in the application and conduct of management studies
  • Prefers experience in performing detailed work of analysis involving written or numerical data and to make arithmetical calculations rapidly and accurately
  • Prefers experience adopting and utilizing the concepts and techniques of operations research in developing research projects
  • Prefers experience analyzing problems and developing systems of action
  • Prefers experience preparing comprehensive written and/or oral reports
  • Prefers experience utilizing computer software (e.g., spreadsheets, databases, etc.)
  • Prefers experience in establishing and maintaining harmonious working relationships with other employees and agency representatives
