Job Responsibilities

40%  1. Receives training for six to twelve-months duration to develop knowledge and skills in methods and procedures occupational career study, in conducting research, developing procedures and performing advisory functions relative to the implementation and operation of the State and Federal integrated data systems and the associated electronic reporting tools utilized by the Compliance Assurance Section (CAS) to track compliance and enforcement of the Environmental Protection Act, National Pollutant Discharge Elimination System (NPDES) Permits, State Operating Permits, Illinois Pollution Control Board Regulations and Court Orders for the Bureau of Water (BOW), Water Pollution Control Division, Compliance Section, Data Operations Unit;

  • Participates in a formal training program to gain professional skills and develop competence in the development and installation of methods and procedures occupation career study in NPDES and the State Operating Permit Program
  • Provides entry assistance of required data elements and permit components for all issued, renewed, terminated NPDES permits and the State Operating Permit Program which may include: permittee and facility data, narratives conditions-permit schedules, permitted features, limit sets, limits, enforcement actions (i.e. informal/formal), permit tracking events and renewal application dates received

25%  2. Receives controlled work assignments and formal training in assisting in the development and revisions of the office procedures relating to computer systems operations;

  • Performing studies of current operations, methods, forms, reports and prepares recommendations to substantiate proposed changes in new and revised methods, techniques, forms and procedures automating and/or streamlining Discharge Monitoring Report (DMR) form and NPDES permit processing while ensuring the accuracy of  data

10%  3. Receives direction from professional staff in the preparation of reports and development of complex report applications in support of CAS programs and United States Environmental Protection Agency (USEPA) Enforcement and Compliance History Online (ECHO) database to gain knowledge and skills.

10%  4. To gain familiarity and knowledge, participates in hands on training with BOW staff and regulated community on reporting systems, software and CAS automated systems including; training curriculum, lesson plans, handouts and visual aids;

  • Coordinates schedule related to training activities for CAS.

10%  5. Participates in Agency conducted training studies of proposed enhancements to reporting systems (ICIS, ECHO, NeTDMR and NeT) to determine necessary revisions to current methods and procedures prior to implementation.

05%  6. Performs other duties as required and assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  1. Requires an associate of art's degree or the completion of two years college.
  2. Requires no previous experience.

Knowledge, Skills, and Abilities

  1. Requires ability to understand and follow oral and written instructions.
  2. Requires ability to profit from training received in methods and procedures techniques and processes.
  3. Requires ability to establish and maintain harmonious working relationships with other employees and agency representatives.
  4. Requires ability to utilize a personal computer with knowledge of Microsoft Word, Access, and Excel software.
  5. Prefers ability to perform queries, utilize and maintain complex web based integrated data systems and willingness to gain knowledge in the processing of Business Objects reports.
