Position Overview
This position is responsible for monitoring, coordinating, and implementing safety inspections, corrective action plans, and reporting requirements for events related to the rail fixed guideway Bi-State Development Agency rail transit system referred to as MetroLink.
Essential Functions
- Oversees the inspections and investigations involving rail transit accidents and hazards as well as reviews of policies and procedures related to accidents and hazards for the transit agencies covered by the department.
- Assists the MetroLink Safety Program Manager with major and more complex inspections, investigations, allegations of non-compliance to agency safety plans, and other proceedings in connection with transit safety oversight and enforcement of both federal and state regulations.
- Prepares and reviews reports and studies on safety inspections and investigations related to accidents and assists with the development of safety standards and performance of safety audits.
- Assists and/or arranges accident resources, corrective action plan, and hazard reporting resources for audits and assessment of rail transit agencies’ safety plans, security and emergency preparedness plans, and other rail transit agency reference documents.
- Participates in rail safety accident investigations and hearings and provides testimony related to rail transit safety.
- Serves as the department representative at rail transit agency internal safety review meetings to observe the evaluation of current and proposed plans and facilities, safety procedures, and processes and ensure compliance to general departmental orders, federal and state regulations, and industry standards.
- Performs risk-based inspections as directed.
- Performs duties in compliance with department safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
- Performs other duties as assigned.
Minimum Qualifications

Completion of a bachelor's degree majoring in public administration, industrial safety, or transportation system planning, PLUS three years of experience with developing policies and procedures, planning and directing compliance initiatives, performing safety inspections, working with transportation system safety engineering concepts, or a combination thereof OR eleven years of experience with developing policies and procedures, planning and directing compliance initiatives, performing safety inspections, working with transportation system safety engineering concepts, or a combination thereof.
Preferred Qualifications
- Knowledge of transportation safety.
- Experience with investigations of equipment, facilities, vehicles, and/or personnel.
- Knowledge of engineering and construction management concepts and practices for system safety.
- Excellent written and oral communication skills.
- Excellent organizational skills.
- Supervisory experience.
- Ability for attention to detail.
- Ability to work well with others.
Conditions of Employment

- Valid driver’s license.
- 24-hour call availability for rail transit emergencies.
- FTA Transit Safety and Security Program certification at the time of hire, or ability to obtain certification within a 24-month period, with ability to complete future required training for the department to maintain FTA certification as the State Safety Oversight Agency (SSOA) in Illinois.
- Frequent in-state travel to accomplish statewide responsibilities as well as occasional out-of-state travel for training and coordination with external contacts and national organizations, which involves some overnight stays.
- Successful completion of a background screening.
- Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
