Position Overview - Military Cooperative Agreement Specialist

The Department of Military Affairs is looking to hire a Military Cooperative Agreement Specialist located out of the Capital Air Base. This position under general direction provides financial advice, accounting, and bookkeeping support services to the Civil Engineer activity of the Illinois Air National Guard.  The Department of Military Affairs works with the members of the Illinois Air and Army National Guard.  We welcome all interested applicants to apply.

Essential Functions

  • Monitors and assists the tracking of CERPS, SRM, O&M and MILCON budgets for Federal and State.
  • Confers with BCE, Facility Manager, Production Controller building maintenance personnel, and supply technician on materials requiring procurement.
  • Performs final accounting for closeout of all work orders.
  • Assists with the IEMS Program, entering users into the program and assigns permissions.
  • Manages accounting services and advises the units Federal Resource Advisor (RA).
  • Performs the functions necessary to operate the IEMS so that accurate record keeping is always maintained.
  • Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires completion of four years of high school.
  • Requires two years accounting theory experience.
  • Requires the ability to maintain satisfactory working relationships with government officials and the public.
  • Requires considerable knowledge and ability to operate small computer and software products, including spreadsheets, database, word processing and graphic programs, calculating machine, copy and fax equipment.
  • Requires knowledge of State of Illinois and Federal procurement rules and regulations.
  • Requires the ability to maintain account files and analytical data for auditing and historical purposes.

Preferred Qualifications

  •  Prefers familiarity with aspects of accounting and project management.
  • Prefers strong oral and written communication skills are essential.

Employment Conditions

1. Requires active or retired (20 years) membership in the Illinois National Guard or retired (minimum 20 years) US Armed forces, if last duty assignment was with the Illinois National Guard

2. Requires the ability to pass a DoD background investigation and obtain a DoD Common Access Card (CAC) prior to hire or transfer.

3. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.

4. This position is considered medium work as defined by the U.S. Department of Labor (20 CFR 404.1567(c)). Medium work involves lifting no more than 50 pounds at a time with frequent lifting or carrying of objects weighing up to 25 pounds.

5. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
