The State of Illinois Department of Innovation and Technology (DoIT) is looking for an experienced individual to serve as Mainframe Manager.  This individual will be responsible for managing the teams that administer multiple Mainframes running on z/OS systems, using various technologies like JCL, DB2, IMS, CICS, etc.  A successful candidate will be responsible for rethinking the assumptions behind how traditional services are built and thinking how to maintain, enhance and continuously improve Mainframe operations for the State of Illinois.  This individual will manage contracts of the various vendors and partners that provide software and services for the Mainframe environment and, provide leadership on complex technical issues as required, prioritize workloads, and work directly with customers and management as required. Job Responsibilities

25% Subject to management approval, serves as the Mainframe Manager for the Department of Innovation & Technology (DoIT):

  • Develops and directs all aspects of the organization’s mainframe hosted infrastructure ensuring the value and availability of mainframe services.
  • Oversees the planning, design, installation, and maintenance of mainframe components in support of infrastructure services.
  • Develops and directs all phases of highly complex software and hardware implementations.
  • Supervises, directs, and coordinates activities to ensure the best mainframe hardware and mainframe software solutions for use by clients.  
  • Plans for new releases of existing products, evaluating the value of the product in solving clients’ problems, and planning for the use of new technologies. 
  • Recommends and establishes short and long-term goals and objectives in support of Department of Innovation & Technology mainframe strategy.  
  • Assists the Manager of Production Operations in planning, developing, evaluating, and justifying operational activities. 
  • Plans, analyzes, allocates resources, organizes work, directs activities, controls project execution.
  • Tracks and reports progress of projects.
  • Mitigates risk and issues to ensure projects are completed within the defined scope, quality, time and cost constraints.
  • Participates in planning by communicating requirements, problems, and current technological product developments to upper management.
  • Responds to calls for emergency situations.
  • Travels to visit Disaster Recovery Sites to manage the off-site mainframe.


25% Supervises, directs, and coordinates the activities of a group of skilled technicians pertaining to coordinating the availability, security, configuration, and performance of highly complex mainframe z/OS systems running clients’ applications:

  • Manages and coordinates vendor-support activities, software work, and client requirements.
  • Utilizes databases and interactive tools such as JCL, DB2, IMS, CICS, etc. in performance of duties.

25% Manages contracts of the various vendors and partners that provide software and services for the Mainframe environments.

  • Plan annual forecasted needs, including budget, for software, equipment, and services within the Mainframe environments.
  • Manage master contracts in regard to the Mainframe environments. 
  • Manage vendor relationship with various vendors that provide services to the Mainframe environments.


10% Directs the analysis of performance reports, activity data, and exception reports to determine solutions required to resolve problems or deliver the levels of service necessary to help agencies meet their goals:

  • Collects data and reports on technical environment Key Performance Indicators and metrics for Mainframe operations which results in hardware and/or software recommendations to Management.


10% Serves as full line supervisor: 

  • Assigns and reviews work. 
  • Provides guidance and training to assigned staff. 
  • Counsels staff regarding work performance. 
  • Reassigns staff to meet day-to-day operating needs. 
  • Establishes annual goals and objectives. 
  • Approves time off. 
  • Adjusts first level grievances. 
  • Effectively recommends and imposes discipline, up to and including discharge. 
  • Prepares and signs performance evaluations. 
  • Determines and recommends staffing needs.


5% Performs all other duties as required or assigned that are reasonably within the scope of the duties enumerated above.

Knowledge, Skills, and Abilities

Minimum Qualifications:

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years college.
  2. Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or private business Information Technology organization.


Preferred Qualifications (In Order of Significance):

  1. Four (4) years of experience administering mainframe z/OS concepts and principles, including databases and interactive tools such as JCL, DB2, IMS, CICS, etc.
  2. Two (2) years of experience in vendor relationship management to include development, procurement and implementation of goods and services.
  3. Two (2) years of experience coordinating, planning, and managing complex Information Technology projects.  
  4. Two (2) years of experience in budgeting and forecasting for future needs related to personnel, equipment, software, services, etc. 
  5. Two (2) years of experience in collecting, translating, and presenting technical data for business owner consumption. 
  6. Two (2) years of experience in customer support.
  7. Two (2) years of supervisory experience.

Term Appointment:
