Essential Functions

20%  Under general direction, serves as the Mainframe Systems Clinical Unit Manager for the Department of Innovation & Technology (DoIT), supporting the Department of Human Services (DHS):

  • Manages the activities of the applications staff in the Mainframe Systems - Clinical Unit.
  • Assigns work, monitors work activities and contract performance to ensure work activities align with department priorities.
  • Provides information for Information Technology (IT) plans, budget impact statements, etc.
  • Performs technical and analytical functions in support of DoIT/DHS applications.

 

20%  Serves as a working supervisor:

  • Assigns and reviews work.
  • Provides guidance and training to assigned staff.
  • Counsels staff regarding work performance.
  • Reassigns staff to meet day-to-day operating needs.
  • Establishes annual goals and objectives.
  • Approves time off.
  • Prepares and signs performance evaluations.

 

20%  Performs complex and technical systems and business analysis, hands-on coding, and testing, primarily supporting applications and some web-based application, including Inpatient, Unit Dose, Pharmacy, Lab systems, FOID, and Administrative Services:

  • Utilizes mainframe tools (COBOL, VSAM, DB2) and integrates processing with web development environments (Java, RAD, Websphere).
  • Primarily supports mainframe applications and some web-based applications, including Inpatient, Unit Dose, Pharmacy, Lab systems, FOID, and Administrative Services.

 

15%  Receives and analyzes user requests matching against end user needs/requests for modification, including feasibility studies, facilitating joint application development sessions, and developing written recommendations and preparing presentations on issues for management:

  • Coordinates accurate and timely completion of requests.

 

Essential Functions - Continued

15%  Consults with user groups and other areas within the Department of Innovation and Technology (DoIT) regarding system/code modifications:

  • Assists in determining solutions to problems and prepares recommendations and impact statements for project management.
  • Directs the implementation of the changes.
  • Assures user participation and acceptance in all testing.
  • Verifies system readiness and orchestrates the system development to users.

 

5%  Assists in the management of projects by developing and maintaining work plans to ensure processes are developed in a timely and efficient manner.

 

5%  Performs other duties as required or assigned which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  1. Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
  2. Requires prior experience equivalent to three (3) years of progressively responsible administrative experience in management information systems, data processing or telecommunications.

Specialized Skills

  1. Requires three (3) years of professional experience in information systems development utilizing mainframe tools (COBOL, VSAM, DB2).
  2. Requires three (3) years of professional experience integrating with web development tools (Java, RAD, Websphere)
  3. Requires three (3) years of professional experience performing systems analysis and/or business analysis. 

Preferred Qualifications (In Order of Significance)

  1. Three (3) years of professional experience in information systems development utilizing mainframe tools (COBOL, VSAM, DB2).
  2. Three (3) years of professional experience integrating with web development tools (Java, RAD, Websphere).
  3. Three (3) years of professional experience performing systems analysis and/or business analysis. 
  4. Three (3) years of experience supervising a team of IT professionals in a large organization.
  5. Ability to analyze administrative problems and adopt an effective course of action.
  6. Ability to develop and maintain cooperative working relationships.
  7. Demonstrated verbal and written communication skills.
