Job Description:
The Department of Healthcare and Family Services, dedicated to improving lives for 3.2 million Illinoisans, is seeking to hire a highly motivated, qualified individual to serve as the Bureau Chief in the Bureau of Managed Care. This position plans, develops and implements policies and procedures, develops long range plans for the bureau, directs the analysis of existing and proposed managed care plans and single State policies and procedures to determine potential immediate and long range consequences, oversees and coordinates managed care plans including but not limited to Medicare Medicaid Alignment Initiative (MMAI)s, Coordinated Care Entities (CCE)s, and Accountable Care Entities (ACE)s, confers with legislators, supervises a large staff and serves as agency spokesperson.

Job Description
- Subject to management approval, serves as the Bureau Chief for the Bureau of Managed Care.
- Serves as a full line supervisor.
- Directs the analysis of existing and proposed managed care plans and single State policies and procedures to determine potential immediate and long-range consequences.
- Oversees and coordinates all the managed care plans including but not limited to Health Choice Illinois, YouthCare and programs offering fully integrated Medicare/Medicaid services to dual eligible participants.
- Directs the policy development, planning, monitoring and evaluation of public education, client education and community relations as it relates to all types of managed care plans.
- Serves as Agency spokesperson, representing the Director and the Department with members of the General Assembly, the Governor’s office, Federal Government Officials, other State agencies, Provider groups, media, and the public.
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college.
- Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a public or business organization.
Preferred Qualifications
- Four (4) years of professional experience working in responsible positions within a Managed Care Plan.
- Three (3) years of experience supervising professional staff.
- Three (3) years of professional experience establishing statewide program goals related to managed care plans.
- Two (2) years of professional experience developing, recommending, and implementing policies and procedures related to a managed care plan/s for a public or private organization.
- Two (2) years of professional experience overseeing and approving the development of procurement documents as they relate to managed care contracts.
- Two (2) years of professional experience acting as spokesperson and subject matter expert for an organization addressing internal and external stakeholders such as Board of Directors, elected officials and General Assembly.
- Two (2) years of professional experience planning, monitoring and/or evaluating public and client education and community relations as it relates to all types of the managed care plans.
Conditions of Employment
- Requires completion of a background check and self-disclosure of criminal history.
- Requires the ability to travel in the performance of duties, with overnight stays as appropriate .
- Requires the ability to utilize and maintain state supplied equipment such as a laptop.
- Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled or last-minute overtime. This requires the ability to work evenings and weekends.
