Job Description:
The Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management is seeking to hire a Managed Care Programs Budget Analyst to plan, manage, and evaluate programs within the Department’s Managed Care Budgeting and Cash Management program. This position confers with staff from the Governor’s Office of Management and Budget (GOMB), the Legislature, and interested private and public officials in responding to questions and/or interpretations relating to the Department’s Managed Care Budgeting and Cash Management program. The analyst plans and develops a tracking system for monitoring program expenditures; develops fiscal notes on proposed State and federal legislation affecting the program; and directs the development and operation of database and query programs such as SQL, BI Query, and Microsoft Access and/or report generation software such as Business Objects and SAP in support of the budget and liability tracking systems. The ideal candidate will be experienced in financial management through budgeting and/or accounting work.

Job Description
- Under direction, serves as a Managed Care Programs Budget Analyst for the Department of Healthcare and Family Services, Division of Finance, Bureau of Budget and Cash Management by planning, managing, and evaluating programs within the Department’s Managed Care Budgeting and Cash Management program
- Confers with staff from GOMB, the Legislature, and interested private and public officials in responding to questions and/or interpretations relating to the Department’s Managed Care Budgeting and Cash Management program
- As administrative liaison, confers with other Division and Department staff on issues relating to the program
- Plans and develops a tracking system for monitoring program expenditures
- Develops fiscal notes on proposed State and federal legislation affecting the program
- Directs the development and operation of database and query programs such as Structured Query Language (SQL), Business Intelligence Query (BI Query), and Microsoft Access and/or report generation software such as Business Objects and Systems Applications and Products (SAP) in support of the budget and liability tracking systems
- Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above
Minimum Qualifications
- Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration
- Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program
Preferred Qualifications
- One (1) year of financial management experience such as budgeting or accounting
- One (1) year of experience utilizing database and query programs such as, but not limited to, Access and/or report generation software such as Business Objects or SQL and Bi Query
- One (1) year of experience preparing complex financial spreadsheets in software applications such as, but not limited to Excel
- One (1) year of experience completing trend and cost analysis of large governmental programs
- One (1) year of experience compiling and drafting financial documents for internal and external program stakeholders
Specialized Skills
- Requires one (1) year of financial management experience such as budgeting or accounting
- Requires one (1) year of experience utilizing database and query programs such as, but not limited to, Access and/or report generation software such as Business Objects or SQL and Bi Query
- Requires one (1) year of experience preparing complex financial spreadsheets in software applications such as, but not limited to Excel
Conditions of Employment
